Cecil Harris Obituary

COLONEL, U.S. ARMY (RET.)

Colonel Cecil B. Harris passed away peacefully on August 22, 2024, at his home in Washington, DC, surrounded by family. Colonel Harris was born on October 25, 1938, in Jacksonville, Florida. He was raised in Bronx, New York and graduated from Morgan State University in 1960 with a BS in Psychology. In 1971, he earned an MS degree in Hospital Administration from Baylor University followed by an MS degree in Psychology from Trinity University, San Antonio, TX, in 1972. In 1975, Colonel Harris was awarded a Doctorate in Psychology from the University of Texas,

Colonel Harris entered the US Army in 1960 and served for over 25 years in the Medical Service Corps. His military service included assignments in Germany, Vietnam and several stateside locations. His final active-duty assignments were as Professor of Psychology at the Uniformed Services University of the Health Sciences (USUHS) and as Psychology Consultant, Office of the US Army Surgeon General.

In recognition of his long and distinguished military service, Colonel Harris received numerous awards and decorations including the Legion of Merit, the Bronze Star Medal, the Meritorious Service Medal, the Vietnam Service Medal, the Army Commendation Medal and various unit citations.

After retiring from the military, Colonel Harris became a senior executive at the American Psychological Association (APA) before joining General Psychological Services, Inc. He was a founding partner of Harris, Fishburne, and LaMott and of Head Injury Rehabilitation Services Colonel Harris was co-founder and senior partner at Washington-Harris Group, Inc., a healthcare consultancy providing services to government agencies at the local, national, and international level.

He was a member of Kappa Alpha Psi and Sigma Pi Phi fraternities. Dr. Harris was a member of Shiloh Baptist Church, Washington, DC. He became an accomplished long-distance runner, completing marathons in Boston, Washington, Paris, Berlin, Fulda and Athens, Greece.

Colonel Harris is survived by his beloved wife of 64 years, Delores; his son, Collin; his daughter, Tyler (Martin); his grandchildren: Teman, Dalton, Layla, Morrison, Yonas and Betiko; and two great-grandchildren, Kayne, and Zyana. He was predeceased by parents, Clarence and Juanita Harris, and daughters, Tracie and Paige. Colonel Harris's love for his family and friends was unwavering.

Memorial services for Colonel Harris will be held on September 21, 2024, at Knollwood Chapel, 6200 Oregon Avenue, Washington, DC, 20015 at 10 a.m. Internment will take place at Arlington National Cemetery at a later date.

I was saddened to hear of Cecil´s passing in August 2024 and only learned of it in late 2024. I remember him well and admirably as an intern at William Beaumont Army Medical Center and later as the Psychology Consultant to the US Army Surgeon General in Washington DC. What an impressive career of this outstanding officer. When I find out the date of his ceremony at Arlington, I will attend along with my other military colleagues.
