STANLEY FRALEY Obituary

FRALEY Stanley K. Fraley (Age 77) Passed away October 7, 2019 after a six year battle with cancer. He was born on June 14, 1942 in Brandon, Nebraska. He was truly a renaissance man with his exceptional career in US National Security, and with his multitude of hobbies - unicycling, guitar playing, amateur radio, biking, skiing, traveling, fishing, water skiing and writing witty and whimsical poetry, to name a few. His education included BS and MS degrees in Nuclear Engineering from North Carolina State, and a PhD in Engineering Science from the University of Tennessee. He spent eight years in the army in nuclear related programs before working at Oak Ridge National Laboratories. While in Oak Ridge, he did long range planning for the Atomic Energy Commission, and became a subject matter expert in the fields of Monte Carlo codes used for neutron and gamma-ray radiation transportation calculations. He is the co-author of a text book on the subject. For the rest of his career, he was primarily involved in Arms Control and Nonproliferation issues related primarily to nuclear weapons and nuclear materials and became a nationally and internationally recognized expert. He worked: a) At the Arms Control and Disarmament Agency (ACDA), b) as a Science Attaché with the State Department assigned to the US Mission to the International Atomic Energy Agency (IAEA) in Vienna, Austria, and c) as a Senior Scientist at Sandia National Laboratories. He had a significant role in the development and negotiation of the verification regime that was adopted in the INF and START Treaties between the U.S. and the Soviet Union. He was the US Chair of the negotiations in Geneva in 1987 for the Inspection Protocol provisions of the INF Treaty. He received the Secretary of Defense Medal for Outstanding Public Service for his role in the negotiations. He supported the State Department as a U.S. participant in the Denuclearization Working Group of the Six-Party talks on denuclearization of the Korean Peninsula. As part of this process, he was the team lead on a number of monitoring visits to nuclear facilities in North Korea. Just a few paragraphs will never be enough to summarize this beautiful man's rich, colorful and successful life. His brilliant mind, his generous and forgiving soul, his quiet and gentle love, his beautiful smile will live forever in the hearts of his wife Huri Fraley, his children Kathy Fraley Flanagan, Christine Fraley Steinbrecher, Cheryl Fraley, Steve Fraley and Cynthia Fraley Baerny as well as their spouses and all of his grandchildren and great grandchildren. I am proud to tell all that Stan was one of my very special friends.
First, belated but the warmest sympathies to his family; you and the world has lost a remarkable man who enriched all that he touched.
The following are some stories the progeny may have not heard, but need to be remembered.
When I knew Stan, he was always gentle, loving, intelligent and determined. But when I met him he was socially very rough around the edges. I saw that rough edge become smooth after his initial involvement with international diplomats.
I taught him to water ski, unicycle, snow ski and juggle. One example of his determination to excel was when he held the water ski rope over his toe and juggled tennis balls he had stuck in his swimming suit. We rode our unicycles in the Oak Ridge Christmas Parade with 2 of his daughters; they must have inherited some of Stan’s determination to excel as they were able to go backwards, a skill I could not master.
Stan dropped out of the University of Toledo and joined the US Army; he got a great start by finishing first in his basic training class, thus able to choose to enter the nuclear weapons maintenance program — he finished first in that program as well and was asked to stay and work as an instructor. He took courses at UNM and was accepted in an Army program that sent soldiers to 2 years of school to finish their 4 year degree. After a year plus, he asked the Army to provide him an additional semester so he could also obtain a masters. They denied the request so he completed all of the BS and MS course work in less than one year. Of course while having a part time job, 3 kids and all obtaining As. After that, he became an officer and a gentleman and I met him in Oak Ridge, TN. (We were neighbors in Oak Ridge, and later lived close by in Albuquerque)
What a story, what a man!

Stan was a kind mentor with a sparkle in his eye and a chuckle on his lips. He took me under his wing when I was an intern. I am so sorry for your loss. The world is a little less bright without him in it.

Stan truly was a renaissance man, with the kindest soul. Always the patient teacher, I learned a lot about arms control from Stan, not just at the policy level, but at a detailed and intricate implementation level; things that you can only learn from those who had his depth of experience. I will always cherish that and use his teachings as best I'm able. My sincerest condolences to Huri and the entire Fraley family.
