Thomas Moore Obituary

Thomas Gale Moore, a member of the Council of Economic Advisers under President Ronald Reagan and a native of Washington, DC, passed away peacefully on August 23, 2024, at the age of 93. His daughter, Antonia Moore, was beside him.

Born November 6, 1930, Tommy (who later went by Tom) was the second of four children of Naval officer Charles Godwin Moore and Olive Beatrice Hill-McLean Moore. Although sent away to boarding schools while still a young child, he spent enough time in the family home in Chevy Chase, Maryland, to make a lifelong friend, Donald Robertson, who would later serve in the Maryland House of Delegates. The two stayed in touch throughout their 80-plus years of friendship, supporting one another after their wives died.

Tom met his wife, Cassandra Chrones Moore, on a ship crossing the Atlantic in July 1958 and they married four months later, in December 1958, in New York City. In 1960, their son, Charles Godwin Moore, was born, and in June 1964, their daughter, Antonia (Tonia) Laskaris Moore, was born.

Tom was a staff member for the Council of Economic Advisers under Lyndon B. Johnson, years in which his family lived at his childhood home in Chevy Chase. The family then moved to East Lansing, Michigan, where Tom taught at Michigan State University, and later to Palo Alto, California, where Tom was a fellow of the Hoover Institution, a policy think tank at Stanford University. In between the East Lansing and Palo Alto years, Tom took a sabbatical leave and the family of four spent an unforgettable year traveling around Europe.

During the Carter administration, Tom played a key role in deregulating the airline and trucking industries. Later, during the Reagan administration, he was appointed a member of the Council of Economic Advisers and served as the specialist in microeconomics.

Tom's wife and best friend, Cassandra, died unexpectedly in 2019 after they had relished 60-plus years of marriage. He was not the same after her death but learned to carry on.

Tom loved travel, wine, martinis, opera, news of the world, and his red BMW Z4. But far and away, he loved his wife and children. He is survived by his children, Charles and Tonia; daughter-in-law, Kathleen; grandchildren, Thomas and Charlotte; and sister and brother-in-law, Olive and Dan Mullet.

A private memorial is planned for a later date.

I first became aware of Tom in 1972, when I picked up a copy of his AEI study titled Freight Transportation Regulation, which was given to me by the people at the AEI table at the American Economic Association meetings in Toronto. I still have my markup of this outstanding study. It was on that basis that I asked Tom, and he agreed, to do a piece on transportation deregulation for my Concise Encyclopedia of Economics. I always enjoyed dropping in on him or, in earlier days, seeing him at the Hoover afternoon coffees.

Tom and Cassandra were wonderful neighbors: never a cross word, always kind and amenable with a wonderful zest for life. It was heartbreaking when Cassandra passed and I know that Tom missed her terribly.
He was the most charming man who loved his nightly martini and British crime dramas! I shall miss having him as a neighbor.
