On Saturday, January 12, 2013, of Montgomery Village, MD. Beloved husband of Carol C. West; father of Victoria (Jason) Estabrook and John W. West; grandfather of Julian Estabrook; brother of Millard C. West, Jr. Former Director of FMS, the U.S. Department of Health and Human Services, former Acting Director of the PSC. Relatives and friends may call at Collins Funeral Home, 500 University Boulevard, West, Silver Spring, MD, (Valet Parking), Thursday, January 17, 2 to 4 p.m. and 7 to 9 p.m. Interment private.
