James Lee Francisco MULVANE - Francisco, James Lee, age 80, former State of Kansas Lieutenant Governor and former State Legislator, passed away Saturday, September 1, 2018. Visitation 1-8 pm Friday, September 7, with family receiving friends 5-7 pm, Smith Mortuary, 1415 N. Rock Rd., Derby. Funeral service 10 am Saturday, September 8, Crossroads Baptist Church, 11441 E. Central, Wichita. "Jim" is preceded in death by his parents, James R. Francisco and Wilma and Paul Bullin; and his brother, Kenny. Survivors include his wife, Julia, of Ft. Myers, FL; Sons, Jim (Kelly), of Clover, SC, and Jerry, of McMinnville, TN; daughters, Brenda Phillips (Steve), of Murfreesboro, TN, and Debra Prather, of Mulvane; stepdaughter, Jenny Schwartz, of Lawrence; sister, Dolly Smith, of Maize; 10 grandchildren, 3 great-grandchildren and one on the way. Memorials have been established with the Alzheimer's Association, 1820 E. Douglas, Wichita, KS 67214, and Serenity Hospice, 9415 E Harry St #301, Wichita, KS 67207. Dear Francisco family,

I had the pleasure of meeting Kenny with Paul and Wilma while working at SRS many years ago. They were so kind and genuine all three of them that I always held them in my mind fondly. Then while working for the county appraiser's office and measuring houses, I knocked on a door and who answers from Jim. He was so kind and inviting even asking me to come in and asked me to sit down and rest and have a cup of coffee. While we didn't talk very long, I remember his genuine interest in my job and what it entailed. Such a nice man as is the whole family. I will keep you all in my thoughts and prayers.

Jim and His brother Kenny were good to me and those I took to Topeka often. They allowed them to page and many had a great time learning about the way things are done in the House and in the Senate of Kansas. All of the kids I took did grow up to be great and do great things and Jim was a huge part of their experience he was a truly good guy!

Julia and family, my heart is heavy after seeing the news tonight. Jim was always the bright spot in the office where his laughter was constant. He was a good man that cared so much about everyone he knew. I am so sorry for your loss.

Max & I cherished the Fransciscos, as neighbors in Topeka and as traveling companions. I have many fond memories of our time together. Max passed in Apr. 2017. I'm hoping he and Jim are having a reunion NOW in the Beyond. I'm grieving, and am thinking of you at this difficult time, Julia.

Brenda, Jimmy, Debbie, Jerry and other family members, I am sorry for your loss. I have such wonderful memories of us all growing up together on N. First Street. Our doors were never locked and we would always just come and go into each other's houses! I pray you all can find strength and comfort in your journey of loss.
