Dex could never be just the boss. He was a friend and mentor as well to me from my very first day at work. He loved to poke fun and always enjoyed a good joke. It was always impossible to pick up a check when Dex was around and he never forgot his employee's birthdays. He was one of those few special people you meet in life.

In September 1966, at the age of 23, I went to work for the Social Security Administration in Baltimore. Dexter was my first boss.

He was a great boss and he also became a good friend.

He exemplified and modeled, for all who knew him, what it means to be a true civil servant. He worked hard and inspired others to do the same, always reminding us what a an honor and a privilege it is to serve the American public.

Dexter will be missed, but he will not be forgotten. The principles that he instilled in those who knew him remain with me today.

Dexter was one of my bosses at Social Security and a good friend at work. We went on a few trips together trying to get punchcards converted to computer records. Thanks in great part to Dex and Dick Eckert, we were successful.

I will always remember Dexter with affection.
