Alice FITZGERALD Obituary

FITZGERALD, Alice Age 85, born August 25, 1939, wife of the late David C. Bayer, died on June 28, 2025. Ms. Fitzgerald was a U.S. Federal official in Washington and Boston for over 39 years. She was born in 1939, the daughter of the late Nicholas H. Fitzgerald, Sr. and Helen McCauley Fitzgerald.

Ms. Fitzgerald, a native of Winchester, MA, was a 1957 graduate of Winchester High School, a 1961 Phi Beta Kappa graduate of Connecticut College, New London, CT, with an economics major. She began her Federal career in Washington in 1962, as a price economist with the Bureau of Labor Statistics. She was one of the first 5000 Peace Corps Volunteers under President John F. Kennedy and served in Peru from 1963-1965.

After earning a Masters Degree from Tufts University in 1966, she returned to Washington and resumed her Federal career. She helped launch the new Student Loan Program at the Office of Education, DHEW. She was an Economist at the Small Business Administration from 1967-1970. She returned to HEW/Education in 1970 and held various managerial positions in student aid, budget and administrative services for ten years.

In 1980, she joined the Environmental Protection Agency Washington facilities division and managed the budget and communications branches. She ended her Federal career with EPA's New England Regional Office in Boston and served as its first comptroller from 1986 until her retirement in 2001.

She married David C. Bayer at Foundry Methodist Church, Washington, in 1978.

David served both in Washington and Boston with the U.S. Department of Education for 30 years, as an administrator of the government's student financial assistance programs. She and David spent their retirement years enjoying their Washington, D.C., Osterville and Melrose, MA residences.

She is survived by three nieces, Leanne Fitzgerald Velichansky, Darcy Fitzgerald Biltekoff, Sharon Fitzgerald; and one nephew, Nicholas H. Fitzgerald, III; five great-nieces and nephews; two stepdaughters, Lynne Bayer Saboe and Nancy Kay Forsberg; and five step-grandchildren. Beloved great-aunt of the late Joshua Biltekoff.

In lieu of flowers, it is requested that contributions be sent to the Winchester Hospital, 41 Highland Avenue, Winchester, MA 01890 or the Sawtelle Family Hospice House, 320 Haverhill Street, Reading, MA 01867.

Alice and I graduated from Winchester High School class of fifty-seven. We exchanged birthday cards every year because I was just one day older.

Alice and I were matched under the EPA Mentor/Mentee Program back in the late 1980's, since then we would faithfully have lunch once or twice a month for the last 38 years. I will forever cherish our friendship and the memories created along the way. I will miss you dearly my friend. Rest in eternal peace, until we meet again.
