Lloyd George Carter

Clovis, California - Lloyd George Carter, Jr. was born on May 30, 1948 in Fresno, California to Lloyd Sr. and Anna Carter, the second of their three children. Lloyd grew up in Fresno, graduating from Roosevelt High School (where he was a record-setting shotput star) in 1966. He continued his education at Fresno State University, graduating in 1972. He worked for United Press International (UPI) and for the Fresno Bee from 1969 to 1990. During his life Lloyd wrote numerous articles about water issues in the Central Valley, and was considered an expert in the field. In 1990 he entered law school, graduating from San Joaquin College of Law in 1994. He built a new career as a Deputy Attorney General for the State of California. Lloyd retired from public service in 2011.

After suffering from several health issues the past few years, Lloyd died peacefully on August 10, 2024. He was preceded in death by his sister, Judy; and his brother, Mark. He is survived by his wife, Becky; his children Adam, Chad, and daughter-n-law Susan; by his grandchildren, Chase and Hannah; and by his nieces and nephews, Monica, Erica, Allison, Ryan, and Devin. A celebration of Lloyd's life will be held on Saturday, September 21, 2024.

I met Lloyd in 1992, when I was a law clerk and he was a legal intern at the chambers of US District Judge Oliver Wanger. We stayed in touch all these years. He had the biggest heart, he loved his family, and he cared deeply about the environment and water issues affecting the Central Valley region of California. Rest in peace my friend.

My brother Lloyd, this is Tony Deveau. I´m just remembering some of our best childhood memories as Jeff Ruby stated: The Big 5 will always be a big memory in my heart and will miss you for sure.
I´m glad we got to reconnect ever few years and talk as if we had no time had gone by between visits. My brother Richard sends his prayers to the family and many friends as do I.
Hopefully you had family and friends greet you at the pearly gates which would include my brother Steve, Louie and grandma Alice! Until we meet again my brother from another mother.

R.I.P. Lloyd, my friend and fellow 1966 Roosevelt High School alum. I remember the many good times we had shooting baskets in the alley, behind your house on Illinois Street; and playing football in your front yard, against much older Roosevelt players (most of the time we won!)

My memories of Lloyd come from high school. Great writer and friend. We were on the track team together. Our team throughout the years earned many trophies. He was very dedicated to working hard and yet he had a fun personality. I'm sorry I did not get to know him in his adult years. I moved away from Fresno for school. As a fellow member of Coach Ken Dose's track team and fellow I extend my sincere condolences. God bless you all.

I will greatly miss my Uncle Lloyd. He loved his boys. Chad and Pepper (aka Adam) his wife Becky, his family and the Cabin. Music with his brother, Mark. Conversations with his sister, Judy. Memorial Day won´t be the same without him. I hope to see many of you at the cabin on September 21st 2024 for his celebration of life. RIP.

Lloyd was a good friend and colleague for over 50 years. He was one of the smartest guys I have known. Lloyd, as a reporter and private citizen, exposed the power and political influence of water districts that dominated the water flow from the Delta through the Valley's West Side.
His reporting on the tainted drainage into the Kesterson Wildlife region that exposed the deaths and deformities of waterfowl and other animals was groundbreaking and it was unfortunate his editors didn't always recognize their importance.
Lloyd was a weightlifting buddy, a generous friend and supporter. I will forever miss him,
Blessings to Becky, his sons, who he always spoke highly of, and family.

In addition to Lloyd´s many other talents, you may be interested to know that he also absolutely loved music. And I had the good fortune to ride shotgun with Lloyd over several decades of playing music together. Lloyd played the piano, blues harp, a little guitar, a mean tambourine and loved to sing. Those music sessions were always a ton of fun and we played a lot over the years (Willie Dixon, Robert Johnson, Muddy Waters, Dylan, Stones, Beatles,...). And in between tunes and while taking breaks from jamming, we had the best conversations. Besides our mutual love of music, we also shared a love of journalism, writing, politics and science, so those talks were always wide-ranging and lively. And then it would be, "Next song?!". Lloyd, I think I can safely say, was the best-informed piano player on the intricacies of water issues in California. So, just about every music session wound up including a lesson on the hydraulic society of one sort or another.

And every night as we wound down, we´d step out on the deck at his Cascadel place and he´d point out and name the visible stars and planets and we´d just soak up the dark sparkling sky together. Wonderful memories. In another time Lloyd would have been one of those who could navigate by the stars. What a mind! I´ll miss him forever. See you up there someday my dear old friend. Until then, I´ll keep my eye out for you up there in that fiery firmament. Breathe easy. Tap me on the shoulder the same day as Clyde. Love ya, man. Lloyd's brother Mark was my friend since elementary school so I got to know Lloyd and the rest of the family growing up. Wonderful family. We lived a block apart. After high school I would run into Lloyd occasionally and he was always warm and friendly. Later I would see him at The Bee and at his place in Cascadel Woods. I am saddened now with his passing that the entire Carter family I knew from East Illinois Avenue is gone.

Lloyd was truly a lifelong friend. His house was two blocks over and one block down. As kids, we formed a club of Tony Deveau, Bob Groth, Randy Finley, myself and Lloyd. We immodestly called ourselves The Big Five. In the course of my life, Lloyd was the most loyal and loving friend. I cannot see any part of my childhood without Lloyd being a part it. As adults we reserved time to talk even though we didn’t see each other much. And when we did talk, it was as if the 70 years melted away. I am sad today but soon I will be smiling with my memories of Lloyd.

Lloyd wasn't just a serious attorney and journalist. In addition to sharing a birthday, we both enjoyed the bizarre and offbeat things you come across while working in a newsroom. I remember discussing Area 51 and UFO theories with him. I also recall an occasion when he had the entire Fresno Bee staff rolling in the aisles as he described his encounter with a man from the foothills who wanted to relate a Bigfoot encounter. I think Lloyd actually went to visit the dude at some remote location, where he had second thoughts, and began planning his escape. Lloyd had a standing request to the newsroom receptionist: "If you get any strange or bizarre callers, forward them to me."
