To the Family of Hartford,

As a retired Hartford Police Officer there were many times when I dealt with Hartford at the Mark Twain apartments. Hartford was a dedicated worker and was always concerned with the safety and the security of the persons living there. He was always friendly and made everyone around him feel good. I am truly saddened by his passing and will pray for him.
