Brantley Tilman (Til) Jolly Jr, MD, of McLean, Virginia, passed away at home on April 7, 2025 at the age of 64. He will be remembered as a trusted friend, mentor, educator, and public servant.

Til could carry a conversation with anyone about sports, current events, history, emerging medical technologies, or tips for the most efficient grocery store run. The UNC basketball team was a particularly favorite topic. He was one of the best listeners and loved supporting everyone around him with his calm, infectious energy and quick wit. Everyone who knew him recognized the twinkle in his eye when he was about to make a funny comment or good joke. He was blessed with a gift of making people feel valued and included and could bring together disparate groups to work together for a common goal. Professionally, he was a leader who led others with a collaborative spirit and devotion to a mission–or a patient. His work was driven by the evidence. It was never "about him."

He and his wife Carolyn had four children whom he adored and talked about all the time. They both were and are so proud of the young adults they are becoming.

Til was born in Kinston, NC on November 25, 1960 and spent most of his childhood in Greenville, NC. He graduated from Rose High School, where he was an enthusiastic four-year member of the cross-country and golf teams, and had the honor of being the basketball team's play-by-play announcer for three years.

In 1979, Til was awarded a prestigious Morehead-Cain Scholarship to attend the University of North Carolina at Chapel Hill and later earned his medical degree from Wake Forest School of Medicine. He completed his residency in Emergency Medicine at the combined George Washington/Georgetown University program, where he was a Chief Resident. He was board certified in Emergency Medicine and a practicing physician in the Washington, D.C. area for over 35 years, the majority of which was at INOVA Fairfax Hospital. Even while pursuing his broad array of professional interests, he continued to work shifts in a very busy emergency department and loved teaching those around him and caring for his patients. From 1996 on he was also a supervising physician for the advanced care providers in Yellowstone National Park during the summer season, some years on-site and others remotely by phone.

Til held several leadership positions in his early academic career at The George Washington University, including GW Hospital Associate Trauma Director, Research Director of the Emergency Department, and Vice-Chair of the Institutional Review Board.

Although he valued being a doctor to one patient at a time, he spent much of his career as a renowned expert on key issues related to public policy in health, traffic safety, and emergency preparedness. Due to his study of road traffic injuries and vehicle safety engineering in the 1990s, he was asked by the National Highway Safety Administration to convene and lead a working group of experts to provide recommendations relating to injuries caused by airbags. The resulting recommendations reassured the public that the benefits of airbags for adults outweighed the risks and lent evidence and effort to a national campaign to transport children in the rear seat.

Between 2002 and 2012, he worked with the National Football League as a member of the medical staff for eleven Super Bowls, overseeing coordination of emergency management, public health, and medical preparedness with various elements of the Department of Homeland Security, US Secret Service, and state and local responder agencies.

He was recruited to join the federal government in 2006 to help establish the office of the Chief Medical Officer (CMO) and the Office of Health Affairs in the Department of Homeland Security (DHS). As Associate CMO and later Deputy CMO, Til led the DHS team in an interdepartmental working group that produced the National Strategy for Pandemic Influenza in 2007. His team continued medical preparedness planning for various other biological and chemical threats to the U.S. population which led to his serving as Senior Science Advisor in the National Exercise Division of the Federal Emergency Management Agency (FEMA).

Following his time at DHS, Til became a valued private sector consultant on the intersection of medicine and emergency preparedness. During the pandemic, Til provided expertise to the HHS Assistant Secretary for Preparedness and Response (ASPR). He led the federal government's Telemedicine Work Group of the Health Care Resilience Task Force and assisted the COVID-19 response for multiple federal financial regulatory agencies and a major metropolitan school district. He was the featured speaker at a myriad of webinars and town halls, providing both straight talk and reassurance to thousands of staff with humor and compassion. Recently, he had been providing expertise in chemical hazards medical management for first responders and emergency department personnel.

Til was an early proponent of telehealth done right. In 2011 he joined the growing field as Chief Medical Officer at a large telehealth company where he shaped policy and the delivery of services. Later, he offered consulting services to smaller, mostly start-up telehealth companies as an advisor.

He led the medical advisory board for the Innovation Institute for the Fan Experience (IIFX), leveraging his own love of sports and experience working with the National Football League at Super Bowls XXXVI-XLVI, as well as representing the NFL in exercises related to terrorism and other threats.

Recently he co-founded and was the CEO of EMcentric, a networking and content sharing community that addresses the unique challenges of the emergency medicine community. As part of this, he hosted a publicly available podcast called The Shift Report and recorded over 35 episodes covering topics within wellness, innovation, and the business of emergency medicine. In his typical style, he referred to this pursuit as "a bunch of young, smart people making me look smart."

Til was a beloved community member, devoted youth basketball coach, and self-appointed doctor for his kids' many sports teams. He always greeted people with a friendly smile and took a few moments to say hello to everyone he knew, and he knew everybody. His network in his community and across the country was immense.

Golf was a passion of Til's for his whole life. He started playing at the age of five and made his second hole-in-one a few years ago. He loved playing interesting courses during his travels in addition to regular weekend competitive play with his golf group.

Til is survived by his beloved wife, Carolyn Jolly; daughters, Katherine (Katie) and Meredith Jolly; sons, Brantley (Brant) and Alexander (Alex) Jolly; sister and brother-in-law, Katrina and Leslie (Les) Garner; and mother-in-law, Mary Lou Williamson. He was preceded in death by his father, Brantley Tilman Jolly, and his mother, Myree Dunn Jolly Hayes. He will be dearly missed by all who knew and loved him.

A memorial service for friends and family will be held at 11 a.m. on April 26 at Immanuel Presbyterian Church in McLean, VA, livestream will be available. I had the pleasure of working with Carolyn many years ago, and my 3 children and I visited the Jolly's (from the UK) in October 2010 and had a wonderful time. My daughter Imogen was a young teen at the time and interested in a career in medicine. Til took the time to take her in for a tour of the hospital where he worked. The whole family were so kind and hospitable to us, it was Halloween and my kids still talk about it and the many fun things we did with the Jolly's on that trip.

Imogen is now training as an anesthesiologist having completed medical school in the UK. She found out about Til's passing on social media and sent me this link this morning. Please know that his kindness touched our lives.

I was so sorry to hear about Til's untimely passing. What a tragedy and what a loss. I worked with Til on the Healthcare Resilience Task Force, which was part of the Federal response to COVID, when I was Chief Medical Officer at ASPR and was asked to direct the Task Force. Til ran the Telemedicine Work Group. In case some of this may seem simply bureaucratic, I wanted to describe how much of an impact Til had on the response to COVID and how you can still see the effects of his expertise, clinical judgment, and persistence on all Americans today. The Telemedicine Work Group's efforts were absolutely essential to the US response. Til's group stood up telemedicine pilot projects, produced clinical and policy guidance, and increased telemedicine capabilities everywhere in the nation. This required huge changes in our clinical and legal framework, from state licensure requirements to insurance regulations to Medicare and Medicaid reimbursements. Under Til's leadership the Task Force conducted virtual sessions through Project ECHO with providers to share guidance for the critical care of COVID-19 patients through the COVID-19 Clinical Rounds Initiative, which engaged participants in all 50 states and more than 100 countries. The Task Force developed the CMS Nursing Home/Long Term Care Telehealth tool kit to help patients receive services from their doctors while reducing COVID-19 exposure. Not only did Til's hard work and leadership save thousands - more likely millions - of lives, his influence is still felt today. Every person in the US who sees a provider through their computer or iPad owes Dr. Jolly a debt of gratitude. His work fundamentally changed the nature of medical care in the United States, increasing accessibility and democratizing health care. He was a great friend, a great physician, and a great man.

I was so incredibly sad to hear about this loss. Dr. Jolly was a mentor to me when I worked as a scribe in the ED and one of my favorite people to work a shift with. He loved to teach as we worked and never ran out of stories to share with me about his days working as a resident. He was patient and kind to every person he cared for and loved his job. After I qualified, I was lucky to have him as my mentor and colleague for many years, sharing interests in pre hospital medicine and traffic safety. My time working with you at MYB stands out so strongly compared to the hundreds of other people I interacted with - you were so present, so sincere. It must have been a decade ago but it seems like yesterday that you volunteered to coach your son's team and quickly stood out as a trusted and enthusiastic volunteer, who was eager to help and someone who instantly was seen as trustworthy and sincere. It was one of the most touching, important messages I have ever received. Dr. Til Jolly was a beloved member of the IIFX Community and its Distinguished Fellows. Dr. Jolly was our medical expert, creating the IIFX Medical Task Force in August 2020, at the height of the COVID-19 pandemic.

From May 2020 to April 2021, Dr. Jolly helped guide IIFX and the work of 98 sports and entertainment industry thought leaders and subject matter experts to produce the playbook titled "Principles to Guide the Return to Work, Play, and Spectate," the pathfinder for today´s IIFX Best Fan Journey Practices playbook. He helped recruit medical experts for virtual conferences and podcasts.

His pearls of wisdom that he selflessly shared in every meeting and podcast helped people manage their lives and reduce their fears during the pandemic.

Dr. Jolly´s storied history in public health, emergency management, and medical preparedness marks him as a national leader in protecting the Nation´s health. Unfortunately, too many people in our Nation will never know how much Dr. Jolly did for them before and during the pandemic. We are all the better for his service!

We will miss him dearly!

Til was a mentor to me beginning in residency and I have often said (sometimes in front of him) that it was "all his fault" I ended up as a researcher in transportation safety. He set me on the path by sending me out to a tiny office in Arlington VA to read stacks of special crash investigation reports on children who were killed or severely injured by front passenger airbags in fender bender crashes. That resulted in our first paper together. He went on to do many other things but my passion for transportation safety never waned. He was a great mentor, teacher, and fun to have around on the night shift.

During that time, I met up and coming individuals who were devoting their time and career to making a difference in helping people through the medical field. Til was one of these kids in this program who set out to make a difference and that is exactly what he did. The world of medicine and in general is a better place for having Til in it. Til was a valued and effective leader of the emergency response coalition COMCARE in the 1990s. Well before it was common, he was advocating for empowering emergency providers with interoperable digital tools and capacity and reaching out to build allies outside the medical community. He was fun, funny, smart, caring and so human. I will never forget one time he rushed into a Senator's office just a couple of minutes late for a lobbying meeting. He apologized for wearing his scrubs: "I came directly from the ER." I asked him to always dress that way for meetings on the Hill. RIP, Til. Thank you for teaching me so much.

To many of the Fairfax ER nurses, young, fresh-faced, eager to to do good, we were interchangeable - two white haired guys with white coats covering up a slight paunch who only showed up every 6th weekend. "Ah, Dr Jolly, did you want to......oh, Dr Hanfling, sorry". For the last 5-6 years of my ER career, as I was working full time jobs in government, we split our every third weekend. It is why some thought we were one and the same. By virtue of this schedule, we would hardly ever cross paths in the hospital. So, early morning breakfasts at the McLean Family Diner served that purpose. We shared many common professional interests - advances in telemedicine, the work of government in supporting emergency preparedness and response efforts, addressing mass gathering/large sporting event medical planning. We talked politics where we largely saw things the same way, whereas in sports we quickly agreed to disagree - Duke v UNC. And for me, Til was my lifeline back to all the goings-on in the ER group - the gossip, the politics, the emails I HAD to pay attention to. From the day I first met him when he interviewed me for a residency position at GW (1992 -33 years ago) to our last diner breakfast a few months ago and our text exchange 10 days before he died ("how´s life?") Til has been a constant, a true north in the field of emergency medicine, a partner and a teacher, a friend. Til was a role-model for many ER docs (myself included). I was lucky to know you - I will miss you dearly. May your memory always be a blessing.

I was so sad to hear about the loss of Dr. Jolly. When I worked with him I quickly realized he was someone I could count on and truly respect. He had a way of putting you at ease when things were crazy around you, just a word of support or a grin would remind you he had your back. Anyone that worked with him will have a story to tell about a time he made you laugh. As the mother of 4 boys I loved hearing his stories about his kids, he loved them so much and really enjoyed spending time with them. We would often see him at the office while his son was at hockey down the street.

My heart is so broken. Dr. Til was one of a kind. I so enjoyed working for and with him at SOC. Always had a smile and as mentioned, was one who brought people together. Praying for his family that they will find peace in their memories of him and the life that he shared with them.

Having known him while in the womb on the Jolly farm in the summer of 1960 as I was also carrying a Jolly boy, I guess Katrina and I knew him the longest.
His Dad would have been proud of all that he became as a respected physician. Til did his mother proud.
Til´s life was way too short, but he accomplished so much in his lifetime. His children and Carolyn should be proud.

The apple doesn´t fall far from the tree, reading about Til reminds of Meredith. The twinkle in her eye, being a good listener, humble, smart and witty. She will also be accomplished and do meaningful work like her Dad, it is a very sad time now but what a wonderful legacy he has left behind. Our thoughts and prayers are with your family

Here we were watching the 2024 ACC basketball tournament at Capital One Arena in Washington, DC. It was a wonderful event, except that both our teams (UNC & UVA) eventually fell to the NC State Wolf Pack...
Nevertheless, I am extremely grateful for this memory and many others with Dr. Jolly. He will be dearly missed.

Til and I and aunt Marie used to go to the A-frame beach house during the summers and play in the big sandpit in the back of the house. Those were the fondest memories I have of Til.
