SMITH In Loving Memory of CAROL JOY SMITH (Age 92) On Friday, January 1, 2016, Carol Joy Smith peacefully transitioned at her home in northeast Washington, DC. Born on December 24, 1924, Carol Joy Andrews was the youngest daughter of the Rev. Richard Andrews and J. Augusta Andrews. Growing up in the segregated south wasn''t easy. Carol left home at the age of 17 to attend Prairie View University where she earned her BA degree. She later moved to Washington, DC where she attended Howard University, earning an MA degree in sociology. Carol was constant in her support of education and quest to address the challenges facing African Americans, women, and low income individuals. Her career includes numerous positions within the Federal Government from 1953 until her retirement in 1985. She has chaired numerous task forces, including those addressing women''s employment rights, ethnic heritage studies, and implementation of flextime in the workplace. Her government service included a brief stent at the Central Intelligence Agency, as a demographer and statistician for the U.S Bureau of the Census and the Food and Agriculture Organization of the United Nations. These positions prepared her to serve as a major official at the National Center for Education Statistics where she was responsible for collection, analysis, and dissemination of basic statistics in elementary and secondary schools. Carol was one of the authors of the Coleman Report. She previously served as Director of the National Advisory Committee on Black Higher Education and Black Colleges and Universities. Carol retired from the U.S. Department of Education (previously the Department of Health, Education, and Welfare). Carol was one of the early members of the Coalition of 100 Black Women of DC. After retiring, she continued these commitments, serving as consultant and evaluator to the TRIO Talent Search Program at the University of Maryland, College Park; conference coordinator for the "One-Third of a Nation: African American Perspectives conference" at Howard University and co-chair of the Secretariat, National Commission for African American Education (associated with the Congressional Black Caucus Education Brain Trust); the National Association for Equal Opportunity in Higher Education (NAFEO); and, the Religious Coalition for Reproductive Choice. Following retirement, Carol traveled the world with her sister Arthuryne Taylor. Together they saw Greece, the Holy lands, Alaska, Egypt, and China, exploring six of the seven continents. She was also an active elder in the Presbyterian Church of the Redeemer. She taught an adult Sunday school class and was active in the Fannie Robinson Black Writer''s Discussion Group which also served as an outreach program in the community. Carol''s marriages to Julius Hobson, Sr. and Robert Smith ended in divorce. She is survived by her sister Arthuryne Taylor; her son Julius Hobson, Jr. (Diane Lewis) and daughter Jean Hobson Richardson (Norman Richardson); step-daughters Nanette Lee Reynolds and Stephanie Morris; three grandchildren Lynn Hobson, Faye Rencher (Terrence), and Alita Palmer; and three great-grandchildren Siena and Savannah Rencher, and Sekou Williams; and a host of nieces, nephews, cousins, extended family and friends. Services will be held on Saturday, January 9, 2016, 11 a.m. at the Church of the Redeemer, 1423 Girard Ave, NE, Washington, DC with interment to follow at Ft. Lincoln Cemetery. Lunch will be served at the church following the interment. In lieu of flowers, the family requests that donations in Carol''s memory be made to the United Negro College Fund (UNCF).Services will be held on Saturday, January 9, 2016, 11 a.m. at the Church of the Redeemer, 1423 Girard Ave, NE, Washington, DC with interment to follow at Ft. Lincoln Cemetery. Lunch will be served at the church following the interment. In lieu of flowers, the family requests that donations in Carol''s memory be made to the United Negro College Fund (UNCF).

I will miss Mrs Smith

Dear Ms Carol:

It was with great sadness that I heard of your passing through Aunt Claryce Nelson.
I have fond memories of our first meeting at The Redeemer Church, in 1977, and, subsequently on many other occasions, including as a member of your Adult Sunday School. You might not have known this, but I found my spiritual home at the Presbyterian Church, specifically, The Redeemer, even though I am baptised, and, confirmed in the Anglican Church of Southern Africa (Cape Town), and, along the way, I also morphed into a half-baked Catholic, as my formative school years were happily spent at a Catholic Mission School, where I completed my primary school.

My many conversations with you, touched on our respective political backgrounds, and, I think, this is where our friendship found its proverbial feet. Equally the many questions you asked about life in Cape Town, South Africa, happily culminated with you, your sister, and, Mrs. Jefferson, visiting my city, including a stop at the offices of the Truth and Reconciliation Commission, to have tea with Archbishop Desmond Tutu. Not only was that a treat for me to host you in Cape Town, but it further cemented our friendship, both in Washington, DC, and, upon my return home to Cape Town.

I really enjoyed our monthly telephone conversations, even when you were having your breakfast, you made time to say hello - allow me to thank you again, for your special friendship. I will miss you.

In our tradition we say, lala ngxolo sikukhumbula (rest in peace: you will be remembered)

You will always be in my thoughts.
