Judy was a loving mother and grandmother and is survived by her husband, Chuck. Her three children: Michelle (daughter) and Brent Schmitz and their children Zachary, Danielle and Jacob; Shanna (daughter) and Erin Clark and their children Brendan, Audra and Hailey; Nicholas Brown (son), his wife, Athena, and children Kiana, Allessandra and Isabella. Her brother David (Vickie) Todd and children Mistie Davis, Dean (Courtney) Todd and Bart Todd. She loved her sisters and brothers in-law and many nieces and nephews and friends. Her beloved neighbors from Kearney Avenue and Broken Bit Court were like family to her.

Judy was the daughter of Dean M. Todd and Lois Wherritt Todd of Heber City, Utah. A graduate of Wasatch High School and the University of Utah. Judy used her degree in journalism to work for the Salt Lake Tribune and the Santa Clara Sun newspapers. She was a civil servant for the City of Santa Clara and worked as photographer and graphic design artist for the Parks and Recreation Department and was a beloved Bookmobile lady for the library. She and her husband lived and raised their children in Santa Clara and belonged to St. Lawrence Parish for over 50 years. In their later years, they re-located to Rocklin, California and were members of the Saints Peter and Paul Catholic Church. They travelled to many countries. Judy loved attending and supporting her children and grandchildren's activities and could always be counted on to lend a helping hand. Not only did she work full time and raise her children, but she was also proud to be a part of many organizations: Santa Clara and Roseville Women's Clubs; Daughters of the American Revolution and the Children of the American Revolution; City of Santa Clara Retirees; Saints Peter and Paul Ladies Guild and Mother's Bible Study.
