Scappoose - Tiffine Ann Ricketts Richter, 61, passed away on August 15, 2025, in Moscow, Idaho, while on vacation visiting family and friends across the United States.

Tiffine was born in Salem, Oregon, and graduated from South Salem High School. She went on to attend the Merit Davis School of Business and spent most of her life in Salem. Over the years, she worked as a receptionist and secretary for several law firms and a collection agency.

Her life changed when she met Elwood "Woody" Richter while serving as a police cadet at the Salem Police Department. The two were married in Reno, Nevada, and together they raised a son, Brendan Richter. Twelve years ago, they moved to Scappoose, Oregon, to be closer to their beloved grandchildren, Ian and Nathan Richter.

Tiffine had a deep love for the beach and enjoyed collecting unusual rocks. A creative spirit, she pursued many crafting hobbies throughout her life. She was a devoted fan of Josh Groban and made many lifelong friends through his music. In recent years, she became an enthusiastic BTS fan and had hoped to attend one of their concerts, but her 16-year battle with cancer ultimately prevented that dream.

She is survived by her loving husband, Woody; her son, Brendan; and her cherished grandchildren, Ian and Nathan.

Per her wishes, there will be no memorial service.
