Carl Thomas Larkin, 86, of Annapolis, Maryland, passed away on March 10, 2026. Born June 29, 1939, in Choctaw, Oklahoma, just outside Oklahoma City, he was the youngest son of William Patrick Larkin and Agnes Amelia Matthias Larkin. Carl grew up on a 120-acre farm where the values that guided him throughout his life were shaped.

He graduated from Choctaw High School in 1957 and went on to attend Oklahoma State University, where he earned a degree in civil engineering in 1962. While working as a civil engineer building highways and bridges across Oklahoma, he attended night classes at Oklahoma City University School of Law, earning his Juris Doctor in 1968.

While in law school, he met June Hicks through their church young adult group. They were married on May 28, 1966. Carl soon joined Esso (now ExxonMobil), beginning a career that would take the family around the world. His work included assignments in New Jersey, Ohio, Dhahran, Saudi Arabia with Aramco, and three postings in London managing international energy projects throughout Europe, Asia, and the Middle East.

Between overseas assignments, the family spent memorable years in New Jersey, where they enjoyed neighborhood friendships, holiday gatherings, and time with Carl's brother Roger and his family. Later, Carl and June lived for several years in Houston, Texas, where they enjoyed being close to his brother Lee's family and relatives in Oklahoma before Carl accepted a final assignment in London.

Carl retired from Exxon in 2002, and he and June moved to Annapolis, Maryland, where their daughter Laurie and her husband, John Sullivan, had settled. In Annapolis, Carl became active in civic life, serving in numerous civic organizations, including as president and board member of the Ward One Residents Association, where he supported historic preservation and resident-focused policies. Carl and June were also active in the U.S. Naval Academy Chapel community and were Fellows of the C.S. Lewis Institute.

Carl took great joy in his role as a grandfather. Living close to family allowed him to attend his grandsons' baseball and hockey games, teach them to drive, and share in their interests in boating and engineering. The arrival of his granddaughter Rae brought him special delight.

Carl was preceded in death by his parents, William Patrick Larkin and Agnes Amelia Matthias Larkin; his brothers, Roger Larkin and wife Shirley, Lee Roy Larkin, and Robert Larkin and wife Peggy; his nephew, John Patrick Larkin; his brothers-in-law, Louis Hicks and Bobby Dean Hicks; his sisters-in-law, Oletta Hicks and Myrna Hicks; and his father-in-law, Floyd Hicks.

He is survived by his beloved wife of nearly 60 years, June; his daughter, Laurie Larkin Sullivan and her husband, John Sullivan; his son, David Larkin and his wife, Melissa Dudley Larkin; and his grandchildren, John Larkin Sullivan, William Addison Sullivan, Thomas Brody Sullivan, and Rae JuneSong Larkin. He is also survived by numerous nieces and nephews.

A memorial service will be held at Lasting Tributes Cremation and Funeral Care, 814 Bestgate Road, Annapolis MD 21401 on Saturday, March 21, 2026 at 1:00 pm. Services will be livestreamed. In lieu of flowers, the family asks that donations be made to the Autoinflammatory Alliance, a nonprofit organization working to advance awareness and research for diseases that largely afflict children. Mr. Carl, I have so many stories I could tell. You were an absolute blessing to everybody that you ever came into contact with. You made a definite impact in my life and I can´t thank you enough for how you welcomed me into your circle. You are leaving behind some majorly big shoes for your children to fill. You will be very, very messed at chapel on Sundays. But you will never be forgotten. May you rest in peace in the arms of the Lord. With all the love, I have in my heart till we meet again.
