Carol Anne Harvey-Franke Celia was born on February 1, 1946, in Oklahoma City, Oklahoma. She passed away peacefully on January 29, 2026, at Wesley on Grand in Des Moines, Iowa, just days before her 80th birthday.

Carol dedicated many years of her working life to caring for others, first through her employment at the VA Hospital and later with Employers Mutual Insurance, where she worked until her retirement.

A true social butterfly, Carol had a gift for connection and kindness. She loved volunteering in her church nursery and at the Southside Senior Center, where she especially enjoyed playing bingo, dancing, and playing cards with friends. Above all else, being with her grandchildren was her greatest joy. Carol had a big heart and shared whatever she could with those around her.

Carol is survived by her son, Joseph Edward Smith (Denise Clark); her grandchildren Austen, Nevaeh, and Autumn; and Dennis' children Clairissa, Kevin, Logan, and Shyann Smith, along with honorary granddaughter Katelyn Davis.

She is also survived by her sister Georgia (Randal) Sinnard and their children Jeremy (Asia), Trevor (Jennifer), Eric (Emily), and Courtney (Joe); her brother Dwain Harvey (Bobbi Falkiewicz), and his children Chad, Angela, and Justin, as well as many great nieces and nephews.

Carol was preceded in death by her as husband Wayne Franke; her son Dennis Michael Smith; her parents George and Genevieve Harvey; and her nieces Paige and Erin Harvey.

A celebration of Carol's loving life will be held at 2:00 PM on Sunday, February 1, 2026, at Fort Des Moines Open Bible Church, 1116 Army Post Road, Des Moines, Iowa-on what would have been her 80th birthday. A luncheon will follow the service. The family will privately scatter her remains on a future date at Glendale Cemetery.

In lieu of flowers, memorial contributions may be directed to Fort Des Moines Open Bible Church.
