Cesar was born January 15, 1947 to the late Rosendo Cruz, Sr and Brigida Cruz in Makati, Philippines. He studied at Adamson University in the Philippines and received a Bachelor's Degree in Chemical Engineering.
Cesar will be remembered for the love he had for his family. He came to America in 1972 and made it his mission to share the American dream with his parents and siblings. In the 1980s, he brought his parents and siblings to America from the Philippines to provide them with better opportunities. This was his greatest achievement.
Cesar is survived by his loving siblings; his sister Emilia, his brother and sister in law Orlando Sr and Monica, his brother and sister in law Victor and Rosa, his brother and sister in law Florencio and Edna, his sister and brother in law Anna and Alvin, his sister and brother in law Maria and Erwin. He also leaves behind nephews and nieces, Veronica, Victoria, Rosendo III, Rosauro, Orlando Jr, Georgia, Mark, Marvi, Florenz, Frances, Alex and Marie. Cesar is also survived by a host of cousins especially Luz Ramirez who shared in his joyful spirit.
