Charles (Charlie) W. Moore passed away on October 17, 2025, at the age of 81. He was born on August 14, 1944, in North Kansas City, Missouri, to Wilbur and Lucille Moore.
Charlie was a loving husband, devoted father, and proud grandfather. He is survived by his wife of 60 years, Sheri Moore; daughter Shelly Seibert (Tim); son Chad Moore (Jenny); grandchildren Adam Seibert (fiancée Sarah), Amelia Seibert, Alicia Seibert, Anson Seibert, Ivy Moore, George Moore, and Charlie Moore; sister Betty Jo Taylor; niece Traci Nole; great-nieces Ava Nole and Mia Nole and Lan Basye.
He was preceded in death by his parents, Wilbur and Lucille Moore; grandparents Charles and Maude Moore, and Wesley and Amelia Webb; uncle Harold and aunt Claire Jesse Basye; brother-in-law Ron Taylor; and niece Deborah Taylor.
For Charlie, it was love at first sight when he met Sheri in college. Always a gentleman, he was loving, kind, and deeply devoted to his family. He cherished every moment spent with his grandchildren-his "heaven on earth." Through six decades of marriage, Charlie and Sheri's life together took them across the country following his railroad career, introducing them to beautiful places and lifelong friends.
After settling in St. Albans in 2000, Charlie quickly fell in love with the community and the people. He was known and beloved by many-when his grandchildren visited, they thought he must be the mayor, as someone was always waving or calling out, "Hey Charlie!" wherever they went.
Professionally, Charlie dedicated more than 50 years to the railroad industry. He served as Eastern Region Vice President of Operations for RailAmerica, overseeing nine railroads across the Northeast, before retiring. His career also included leadership roles at Norfolk Western / Norfolk Southern and president of AllEarth Rail. Charlie's fascination with trains began as a teenager when an uncle first took him to a switching yard-a moment that sparked a lifelong passion.
Charlie's commitment to the advancement of freight rail and infrastructure was matched by his belief that railroads could serve both freight and passenger needs. His deep technical knowledge encompassed every aspect of rail operations-from spikes and couplings to diesel engines and bridge capacities. Colleagues and political leaders alike sought his counsel, recognizing his expertise and steady perspective.
In Vermont, Charlie's impact on the rail community was profound. He was a founding member of the Vermont Rail Action Network (VRAN), a longtime member of the Vermont Rail Council (serving three gubernatorial appointments), and a former board member of the Preservation Trust of Vermont. He was honored as Vermont's "Railroader of the Year." In 2004, he played a pivotal role in saving the Ethan Allen passenger train service when its future was threatened and later helped extend the route from Rutland to Burlington. He rode aboard its inaugural journey to Burlington, cheered on by rail supporters at every stop.
Charlie was also active in local organizations, most notably the St. Albans Museum, where he volunteered for more than two decades. He could always be counted on to recruit volunteers, sell Calcutta tickets, or rally support for community events.
Charlie will be remembered for his warmth, wisdom, and generosity of spirit. Above all, his family and friends will miss his knowledge, his kindness, his radiant smile, and his infectious laugh. As Charlie would say this time of year, Go Chiefs!
A funeral service will be held on Saturday, November 1, 2025, at 11:00 AM at Holy Trinity Episcopal Church, 39 Grand Avenue, Swanton.

I first met Charlie and Sheri through my late husband, Don Poirier who was very involved with the St Albans Museum when I moved here from Boston. They both immediately welcomed me and then Sheri and I realized that we both volunteered at NMC. They were such a great friendly couple to both Don and myself. I send my deepest sympathy to Sheri and the family and their loss.

I first met Charlie thru my relationship with Sheri. Sheri and I both loved antiques and dear Charlie was always with her to help her in every way he could. He was indeed a "special" man - he brought sunshine into the room. The world has lost a man who was an outstanding person - loving and kind. His legacy will live on thru his children and grandchildren and of course thru dear Sheri.

I got to know Charlie in the last 10 years him and his wife they were a couple that were like gold together because they also smiled all the time when you stopped at her house and you talked to them and they were just a kind couple with a big heart
I went up to Charlie´s house about three weeks ago and he was very comfortable with a person like me that he used to be the union person for the city and we just discussed the issues of the city in town
But I enjoy a smile and he was an asset to the city of St Albans, the museum and all other organizations that he belong to. You´ll be miss Charlie here on earth.

But you´ll find another job in heaven because you are a man that wants to get things done
