Family and friends were saddened to hear of the passing of Collen, a good mom, a wonderful grandmother, and one of the most loving great-grandmothers she could possibly be to “the little ones” It gave her great pleasure and warmed her heart when her great granddaughter little Harper would call her GG. Added to those titles would be a Dear Friend and Neighbor, to those who got to know her, and to those she got to know - especially through her service as a CNA worker and care taker for home health. Colleen enjoyed caring for those who needed that service and was very good at it; she was secretly very proud of herself of that accomplishment. Colleen gathered many friends as she journeyed through this life from all the communities she resided in, the church she attended, and simply to all those who became acquainted with her. She will be missed dearly by those who loved her as they ponder fond memories and experiences.

Colleen was born January 8, 1958 to Robert and Marie Foutz, in Salt Lake City, UT She was a busy little girl and continued to be so throughout her life. She loved to shop and surprisingly enough it wasn’t for Glitz and Glamour but for anything that had Kansas City Chiefs on it including key chains, caps, notebooks and pens. A good time with her grandson Jay would be filling up a shopping cart loaded with John Deere ‘Green Stuff’ and over time the both of them had collected a lot. It was Dusty at a young age that gave his mom the nickname of ‘Gouches’ a special term of endearment expressing his love and affection that forever since then had stuck with her.

‘Gouches’ was very fond of all the puppies and dogs she had throughout her life- with a couple she would probably say were her favorites- Chantelle and Brandy.

She would be the very first to say “she was not a good cook” and her children would second that… However, she delighted in having a tasty meal with number 1 choice being Mexican cuisine and anything with the flavor or taste of lemon… Lemon meringue pie, lemonade, lemon drops and the list could go and on. She would entertain herself with country music, making any crafts and nick-nacks she could get her hands on. Her specialty was making beautiful jewelry of all sorts.

A special highlight in her life was the day she received the blessings of the temple, and felt comfort and peace as she was sealed to her husband Marv Halsey in the beautiful Payson Temple.

If we could ask Colleen right now what made her happy and feel complete, she would definitely say, “Being with and connected to her precious family, her pride and joy.” She would tell us all to look beyond the good, the bad and yes, the ugly, and into the eternities and then say, “It was and is all worth it.”

Colleen was the proud mother of: Dusty Stevens (Stephanie Welch), BJ Halsey, Troy Halsey, Deb Halsey Reid, and Jon Halsey.

Cherished her Grandchildren: Michael Halsey, Jay Stevens, Bo Stevens, Dasia Stevens, and Sky Stevens.

And will forever treasure her Great Grandchildren Child: James Halsey, Christopher Halsey, Harper Stevens.

She was preceded in death by: her husband Marv Halsey; children- Ronda Halsey and KC Halsey; siblings- Mary BeeBe, Gary Barrett, Calvin Forgay, Judy Nelson, and Glen Foutz; son- BJ Halsey; and grandchildren- Sky Stevens and Jay Dean Halsey.

Funeral services for Colleen Foutz Halsey and Jay Dean Stevens will be Friday, August 1, 2025, with the viewing starting at 9:30-10:30. The services will begin at 11:00 in the Flowell Ward LDS Church Building 4212 W. 500 N. Fillmore, UT.  Interment for Colleen will be at the Fillmore City  Cemetery 325 E. 600 South Fillmore, UT
