She was born June 16, 1954, in New Orleans, LA, to Robert "Bob" Edward Free and Doris Catherine (Glover) Free. She was married to Joseph Francis Luckinbill who survives her passing.
Debbie was very involved in developing and very active in supporting the Callaway County Special Olympics program in Fulton. She also enjoyed gardening in her spare time.
In addition to her husband, Debbie is survived by one son, Joe Lee Garrard of Fulton, two brothers, Edward Free and Bob Randall Free both of Stamping Ground KY, two sisters Cindy (husband Todd) Kimball of Jamul, CA and Tammy Janette Free of Stamping Ground, KY.
Private family services will be held at a later date.
In lieu of flowers, the family requests that donations be made to the Callaway County Special Athletes-Fulton c/o Maupin Funeral Home, 301 Douglas Blvd, Fulton, MO 65251.
