Emily Harris Proctor, born June 17, 1948, to the late Lawrence Harris and Julia (Williams) Harris, was called home to be with the Lord on September 6, 2025, after a long illness.
Emily was educated in Washington, D.C., where she graduated from Margaret Murray Washington Vocational High School. She began her professional career with the U.S. Department of Agriculture, where she served with dedication and excellence for 40 years. Over the course of her career, she advanced through various positions, ultimately retiring as a Supervisory Management Analyst. Her decades of service were marked by numerous awards and accolades recognizing her commitment and professionalism.
While working full-time, Emily continued her education at Washington Saturday College, attending evening and weekend classes to earn her degree in Business Administration.
On January 9, 1970, Emily married Ronald Harland Proctor. Together, they were blessed with one daughter, Janelle Raquel Proctor.
Emily was a kind, generous, and stylish woman who loved traveling, serving her community, baking, and spending time with family. She faithfully served the Prince William County NAACP as treasurer for more than 20 years and was admired for her sense of fashion, especially her collection of elegant hats.
She was preceded in death by her parents, Lawrence and Julia Harris; her brother, Julian A. Washington Sr.; and her nephew, Julian A. Washington Jr. Emily leaves to cherish her memory: her devoted daughter, Janelle (James) Moore; beloved granddaughter, Janai L. Moore; six nieces and nephews, D'Andra (Nicholas), Jabria, Justin, Jamaal, and Avery; her uncle, Ernest Harris; and a host of extended family and friends.
