Moultrie, Georgia – Ila Kay Carter Bates, 69, of Moultrie Georgia, passed away on Wednesday, November 12, 2025, at her residence, while surrounded by her family.
No formal services are planned at this time.
Born March 2, 1956, in Moultrie, Georgia, she was a daughter of the late Zebulon Vance Carter, Jr. and the late Earnestine Vivian Flowers Carter.
In addition to her parents, she was preceded in death by her husband, Ruis Billy Ray Bates; sister, Marcell Scott and husband, Rocky; and nephew, Zebulon Richard Scott.
A dedicated homemaker, she was of the Baptist faith and loved spending time with her family.
Survivors include her sister, Cathy Thompson; niece-in-law, Alicia Scott; great-niece, Kalee Bass and husband, Andrew; great-great-niece, Arya Bass; great-great-nephew, Gabriel Bass; aunt, Harriet Sealy; special cousin; Cindy Harvin and husband, Art; as well as other extended family members and friends.
The family would like to express heartfelt appreciation to Jade Porter, RN and all of the staff at Colquitt Regional Hospice for their care and dedication.
