Judith R. "Judy" Carr passed away on January 5, 2026. She was surrounded by loved ones. She was born in Philadelphia, PA on December 2, 1939. She graduated Upper Darby Sr. High. She worked for State Farm where she met her first husband and started a family.
She worked for Delaware County Weights and Measures and was very active in the Bicentennial. She moved to Millsboro "Oak Orchard" DE in 1983 with her second husband. She worked for Indian River School District in the cafeteria and was a bus driver. She worked for DART first state till she retired. She was a caregiver for her husband till his death in 1997.

Judy was very active in the American Legion Post 28 and even became State Dept. President for Ladies Auxiliary. She had a passion for life and family. She became a caregiver to her last life partner till his death in 2019. She loved crafting and quilting.
When her health declined her grandson, Michael, became her caregiver with the help of a few family members, adopted family members and friends.
Judy is Proceeded in death by her parents Malhon and Ethel Johnston, her brother David Johnston, daughter Robin O'Donnell, First husband Richard Schreiber, second husband William Carr, and life partner Harry Carey.
Judy is survived by her daughter, Holly and husband Michael Steele, Nine Grandchildren, Shanna O'Donnell, Nicole O'Donnell, Damon Faulkner, Ashlee Dickerson, Michael Schreiber, Marissa Walters, Thomas Steele, Trisha O'Donnell and Jamie Botti. Plus, an adopted granddaughter Carissa Miller, 16 Great-Grandchildren, 2 adopted great grandchildren, and 4 great-great grandchildren.
She will be missed by many.
Service will be private.
