Judith Hill Frame was born on May 27, 1936 in Norfolk, Massachusetts, and she passed away on March 1st, 2026 in Midland, Michigan. She was 89 years old, just shy of her 90th birthday.

Judy was the first child of Herbert Hill II, and Constance Eunice Crawford. She had a younger brother, Ron Hill. Her father served and worked for the military, which meant the family moved around a lot all through her young life. The family lived in Norfolk, and then at age 6 she and the family moved to Denver, Colorado, where they lived for 3 years. Then around age 9 she and the family moved back to Norfolk, where they lived for 6 more years. From there the family moved to Virginia for a year. Then when she was a teenager the family moved to Biggs Air Force Base in El Paso, Texas. There Judy attended Austin High School, and she worked in civil service with her mother. 3 years later the family moved to Omaha, Nebraska, and Judy continued working in civil service. Then eventually the family moved back to Biggs Air Force in El Paso, where she eventually met her husband Michael Frame, who was also stationed there. The two eventually married on November 4th, 1961. Shortly after the wedding Judy and Michael left El Paso and moved to Detroit, Michigan, where they lived for 3 years. Then the two moved back to El Paso where they settled down and started a family. It was at this time their only child Stephen was born on May 1st, 1971. A year later Judy and the family moved to the Dallas / Fort Worth area, and settled in the suburb of Bedford. Then in 1976 they moved to Oklahoma City where they lived for 3 years. In 1980, the family relocated back to the Dallas / Fort Worth area, and settled in Arlington where they lived a majority of their lives. For over 20 years Judy worked in the Environmental Resources department of the Arlington Council of Governments, before she eventually retired. After retirement Michael and Judy remained in Arlington for another 20 years until they moved up north to Midland, Michigan in April of 2022.

Judy was an artist at heart. She loved music, and was a talented pianist. She loved to paint and sketch, and she was also interested in photography, gardening, and genealogy. Michael and Judy have been members of First United Methodist Church in Fort Worth for over 40 years. The two reserved a final resting spot in the church's Columbarium, where they will remain with the church forever.

Judy is survived by her son Stephen and his wife Jennifer, and their two children Benjamin and Megan.
