It is with great sadness that we announce that Kathleen (Kathy) Mary Loucks (Wholey), born on June 2,1948, passed on to her heavenly resting place the afternoon of September 19, 2025 after a long, hard-fought battle with cancer. Kathy was surrounded in her home in Woodbridge, Virginia by family and close friends as she passed peacefully. Kathy was a cherished daughter, sister, wife, mother, grandmother, and friend.
Over 56 years ago, Kathy met the love of her life, Michael Joseph Loucks, who became her beloved husband and was beside her until her very last breath. Kathy and Mike enjoyed traveling with friends and watching their grandchildren grow and thrive. Kathy was the "glue" of her family, as well as to her former colleagues and her neighborhood, where she coproduced holiday cul-de-sac gatherings for over 40 years. Kathy was also a surrogate "Mom" to many in their times of need plus a bright spirit to anyone who knew her. Kathy and Mike were members of St. Elizabeth Ann Seton Catholic Church in Lake Ridge, Virginia and felt a strong connection to the
Church of St. Dominic in Shaker Heights, Ohio.
Kathy, after a short stint as a nurse's aide, was a telephone operator supervisor, teacher's aide, and finally the Marketing Director for Potomac Mills, proudly promoting travel and tourism globally for Prince William County. She also chaired the Prince William County Convention and Visitor's Bureau. While a Navy wife for over 20 years, Kathy readily volunteered at her children's schools and carted her kids everywhere for figure skating, track, and soccer among other activities.
Preceding her in death are her parents, Joseph A. Wholey, Jr. and his beloved wife Doris Gertrude (McKeon) Wholey.
Kathy is survived by her devoted husband, Mike, brother James Joseph Wholey (Lowell, MA),daughter Kimberly Loucks Mumpower (Claude) (Bristol, VA), son Christopher Michael Loucks (Tammy) (Shaker Heights, OH) and "cherubs" (grandchildren): Peyton Harvey Mumpower, Parker Riley Mumpower, McKeon Mae Mumpower, Lucy Jane Loucks, and Aiden Joseph Loucks. Kathy is also survived by her cousin Sharon Wholey, whom she loved like a daughter, her sister-in-law, Mary Hayes, and her niece Stefanie Veno (Richard), who were cherished as well.
The family would like to recognize two angels on earth who walked the cancer journey with Kathy: Sharon Carroll, dear friend and neighbor, and Harlene Meister-Dinges, Kathy's Nurse Navigator. Both tended to Kathy's medical, emotional and spiritual needs over the years, weeks and days leading up to her death.

Funeral services are under the direction of Mountcastle Turch Funeral Home, 4143 Dale Boulevard, Dale City, VA 22193. The family will receive friends at Mountcastle Turch Funeral Home on Tuesday, September 30, 2025 from 6:00 pm – 8:00 pm and a funeral Mass will take place on Wednesday, October 1, 2025 at St. Elizabeth Ann Seton Catholic Church, 12807 Valleywood Drive, Lake Ridge, VA 22192. A burial will take place at Arlington National Cemetery November 19, 2025 at 3pm.
