Kelly Elizabeth Vann

Kelly Elizabeth Phelps Vann, age 64, of Elizabeth City, NC died at Sentara Albemarle Medical Center on Saturday, September 27, 2025. Born in Germany, on May 9, 1961, to Mary Virginia Gibbs Midgett and the late Daniel Earl Phelps, Jr., she was the beloved wife of 39 years to William Sherman Vann.

Kelly attended Cann Memorial Presbyterian Church. She loved her family, hugged everyone, and would help anyone she could. She was a school bus driver for 14 years and the kids loved her. Kelly always spoke her mind. She had a loving, friendly personality. One of her favorite things to do was shopping at Belk.

In addition to her husband and mother, she is survived by daughters, Melisa Wheelbarger (Jason), April Manlangit, Jessica Vann Goupil (Alan), Chelsey Vann (Francisco), Ariel Vann, and Carmen Vann; sisters, Michelle Phelps (Steven) and Amy Mason (Adam); a brother, Joseph Phelps; 15 grandchildren: Jasmyne, Xavier, Aniyah, Alana, Alan, Jr., Parker, Hope, Jase, Sara, Tristan, Santino, Ella, Damon, Jazary, and Clay; five great-grandchildren; special nephews, Joshua Phelps and Shane Southerland; as well as a host of other nieces and nephews. She was preceded in death by her dad; her stepfather, Tommy Midgett; her stepmother, Marilyn Brinson Phelps; a brother, Danny Phelps; and a grandson, William Ray Goupil.

A funeral service will be held at 2:00 p.m. on Thursday, October 2, 2025, at Twiford Memorial Chapel with Chaplain Kevin Reiver officiating. A visitation will take place from 5:00 -7:00 p.m. on Wednesday, October 1, 2025, at the funeral home.
