A position he held until he retired March 26, 2021.
He leaves to cherish his memory his wife Diana Small-Frank; daughter Alicia Frank; son Derrick Small; Grandchildren Wesley Frank Sr. ( Denika ), Keiara Sampson ( Kenith Jr. ), Ciara Small, and Isaiah Richardson; Great-grandchildren Jaylin, Keyshia, Adrian, Wesley Jr., Skylar, Zaadyn, Kenithia, Akeleus, and Keniah; brothers David Frank, Vincent Johnson, and Kenneth Frank; his very loving aunt Blanche Harding ; and a host of nieces, nephews family and friends.
