Michael H. Stout passed away peacefully on October 4, 2025, at his home in Ellicott City, Maryland. He was born in Reading, Pennsylvania, on November 24, 1946, to Stewart and Catherine Stout. He leaves behind his devoted family: wife, Deborah; son, Joseph; daughter, Beth (Cam) Small; granddaughters, Kendall and Reese Small; brother, Stewart (Suzanne) Stout III; and several nephews.

Mike grew up in Arlington, Virginia. His early education took place at St. John's College High School in Washington, DC. He went on to earn his BA degree from Wheeling University in Wheeling, West Virginia. He joined the US Army, where he honorably served for four years with the 54th Engineering Battalion in Germany. Upon returning to civilian life, Mike began his career in the field with the Department of Veterans Affairs. He progressed through the agency in various cities and positions culminating in his retirement in 2006 as the Deputy Network Director from VISN 5 in Linthicum, Maryland. Mike was an avid golfer, enjoying sunny days on the green with friends. He looked forward to summer vacations at the beach with family. He loved watching sports and never missed an opportunity to support his favorite team, the Commanders.

A memorial service will be held at the First Lutheran Church in Ellicott City, Maryland on Saturday, October 11, 2025, at 11:00 am. A luncheon for friends and family will follow in the Fellowship Hall.
