Penny Ann Webb, beloved mother, daughter, sister, aunt, and friend, passed away on February 28th, 2025 surrounded by her family. Born Penelope Ann Johnson, she entered this world on February 19th, 1962, in Stillwater, Minnesota, to Elaine and Robert Johnson.
After graduating from Stillwater Senior High School in 1980, Penny set off for Phoenix, Arizona, where she spent many years building a life and forming lasting friendships. During her time there, she met her former husband, Archie Webb. In the early 1990s, Archie and Penny returned to Minnesota to be closer to her family, and in 1993, they welcomed their daughter, Shelby.
Penny had a long and dedicated career as a commercial and residential property manager, bringing her keen eye for detail and no-nonsense approach. In life, she was known for her sharp wit and unmatched sense of humor, traits that remained with her despite the challenges she faced. She had a way of making people laugh, often when they needed it most.
Penny is survived by her daughter, Shelby Gerber, and son-in-law, Shaun; her seven loving siblings, Bonnie Holland, Jackie Johnson (Kurt Shaw), and Mary Minor (Howard); Tim Johnson, Steve Johnson (Melissa), Keith Johnson, and Kent Johnson (Gayle); her beloved nieces and nephews, great-nieces and great-nephews, dear extended family, and many cherished friends.
She is preceded in death by her parents, Robert and Elaine Johnson; her precious great-nephew, Jordan Johnson; her sister-in-law, Vicky Johnson; and her brother-in-law, Bob Holland.The family extends their heartfelt gratitude to the team at Regions Hospital and the dedicated professionals at local county support agencies for their compassionate care and support in Penny's final years and days. Their kindness and dedication made a profound difference, and the family is forever grateful.
Please join her family in celebrating Penny's life on March 13th, 2025, with visitation from 10:00 to 11:00 a.m., followed by a service and reception at Summit Funeral and Cremation, 6415 Carmen Ave E, Inver Grove Heights, MN 55076.

She will be deeply missed and forever remembered by those who loved her.
