Sara - I am so very sorry to hear of Richard's passing. I considered you both such good friends and colleagues in Rome. Richard was a consummate professional, passionate about the mission and dedicated to serving the American people. What I remember most, though, was his love and devotion for his family. Please know my thoughts and prayers are with you. I hope the love and support of family and friends will bring you strength and comfort.

Richard Quinn & Matt Coughlin Rome, Italy September 2012

Sara, Maggie, and Erin:
I am so profoundly saddened to learn the heartbreaking news of Richard's sudden passing. Words simply fall short of expressing my sorrow.
Richard was not just a DHS colleague, but a mentor, and above all else, a good friend.
As you know, I've stayed in touch with Richard over the yearseven though we did not cross paths in the workplace as muchalways seeking his sage counsel about work, life, family, or otherwise. While I immensely enjoyed dinners/drinks with our colleagues/spouses during our U.S. Customs Service days; driving out to the Quinn family home in Jacksonville, FL while I was on a business trip to FLETC (Glynco, GA); and reconnecting with Richard for lunch/dinner/drinks/cigars when he was in DC for a HQ TDY; I will forever cherish the time we spent together in Italy in September 2012 when he was the CBP Attache in Rome. Richard invited me to Italy to speak at an aviation security technology conference about biometrics and identity management. I was fortunate to spend nearly a week with y'all at your beautiful home in Rome. When we were not busy working, you spoiled me with loving hospitality, rich food, wine and conversation, and unforgettable sightseeing tours of Italy. It was a difficult time in my life, because just weeks earlier, I unexpectedly lost my father. A man of deep faith, Richard was immensely compassionate in helping me through the grieving process, exemplifying his grace.
Most of all, I will remember Richard fondly for his love of family, charismatic personality, sense of humor, and caring nature. He was a loving husband, adoring father, loyal friend, empowering boss, and all-around great guy. Wishing you, Maggie, and Erin peace to bring you comfort to face the days and weeks ahead and loving memories to forever hold in your heart.
To Richard: Rest in Peace, my friend I will miss you dearly.
With heartfelt sympathy,
Matt Coughlin

To the Quinn family- I am so sorry for your loss. I had the honor of supporting Richard as his Desk Officer for several years while he was in Rome. His knowledge and professionalism made my job so much more enjoyable and meaningful. Even though we worked together virtually, he took the time to build a relationship with me, often inquiring about my family and my life. I will always think back fondly on our time working together.

I'm so sorry for your loss. Richard was such an amazing boss, mentor and friend. He will be greatly missed. I just recently lost a parent, and I know how little words help when something like this happens. Only know what a great impact Richard had on those around him, the energy from those interactions carrying us forward in the present and the future.

I never had the pleasure of meeting Richard while working overseas, but in my numerous phone calls with him, I found him to be a consummate professional and highly supportive teammate. He was very helpful to me, providing information key to my success as an Attache. Richard was a positive role model to me and I won't forget him. My most sincere condolences to his family, friends, and colleagues. He will be greatly missed. RIP Richard.

My condolences to the Quinn family. I was lucky enough to have worked for Director Quinn for several years here in Jacksonville. He is the reason my family and I were able to relocate here several years ago and I will never be able to repay him for his efforts in making that happen. Please know Director Quinn made a significant impact not only to me personally, but to the entire CBP family. He will be missed.

Please accept my deepest condolences. Richard was my boss in Florida, as I was one the Port Directors under his area. He was a great boss. A man of honor and dignity. I will never forget some of the heart to heart talks we had when he visited the port. He seemed so genuinely interested in the well being of his subordinates. He will forever be in our hearts. My sympathies and prayers for peace and comfort in the coming days.

Richard, My time working with you in Rome was fantastic. Knowing you and your family was truly a fun experience. The countless times we walk together to various embassy meetings were always full of great conversation. The poker nights and embassy community events are unforgettable. Me and my family thank you for your kindness and you will always be in our memories.
