Buck was born in Wisconsin before moving to Portland, Oregon, as a teenager. His parents, Donna and Maynard attended the University of Wisconsin when he was born, so his nickname was after the University mascot "Bucky the Badger". His cheesehead roots stayed with him, as he was a Green Bay Packers fan. He attended Marshall H.S. where he met his wife, and then OSU where he received a B.S. in Electrical Engineering.

Buck honed his skills and achieved his master's degree while working at Tektronix in Beaverton for many years. Later, he worked for Dallas Semiconductor, and then the majority of his time was with Lattice Semiconductor. Buck was a dedicated Engineer with a number of patents. He relished turning out a product with precision and excellence, but he gained real joy from the people with whom he worked.

Buck was a kind family man who loved the outdoors and sports. He enjoyed hiking, bike riding, golfing, camping, basketball, skiing, bowling, and rafting, to name a few. He liked a decent red wine, listening to music, and spending time with his family and friends. His hobbies were space, nature, and racing. He was a big dog lover with a big heart. He will be sorely missed.

Buck's survived by his wife, Celia Bartel, and his son, Declan Bartel, his brothers-in-law David & John Swanson, sisters-in-law Julie Bartel, Darlene Swanson, and Audrey Morgan, and three nieces. His brother, William "Chip" Bartel, preceded him in death. In Liew of flowers, the family would appreciate a donation to the Knight Cancer Institute or any cancer foundation.
