Seltine Swann Moore

Seltine Swann Moore, 89, of Heathsville, passed away peacefully after a lengthy illness on August 20, 2025. She was born to the late Answer Noel Swann and Marie Emmaline Winstead Swann and was the widow of Wallace Stinson Moore.

Seltine devoted much of her life to public service. Fascinated by numbers, arithmetic, and bookkeeping from an early age, she attended business school and returned home to Northumberland County to begin work in the Commissioner of the Revenue office. She was later promoted to Deputy Commissioner and went on to successfully run for Commissioner, a position she held with dedication until her retirement. She took great pride in her work and in serving her community.

In addition to her public role, Seltine also served as secretary and treasurer of Vance Headley Trucking, the company founded by her son. She enjoyed every aspect of this work and even rode along in the truck with Vance. Remarkably, she continued with the company until retiring at the age of 80.

Seltine was a faithful, lifelong member of Heathsville United Methodist Church, where she shared her talents as both treasurer and secretary over the years. She loved her church, her community, and above all her family. She adored her sons, cherished time outdoors tending her lawn with her big Kubota tractor, and had a lifelong love for animals.

She is survived by her beloved sons, Vance Headley (Bobbie) of Heathsville, VA and Fontaine Headley of Orange, TX; her brother, Thurston Swann of Lottsburg, VA; and her sisters, Reba Thomas of Williamsburg, VA and Emma Green of Virginia Beach. She was preceded in death by her parents, her husband, and several siblings.

A graveside service will be held at 2:00 p.m. on Sunday, August 24, 2025, at Bethany Baptist Church Cemetery, with Rev. William Burrough officiating. In lieu of flowers, the family asks that donations be made in Seltine's memory to the Northumberland County Animal Shelter, P.O. Box 305, Heathsville, VA 22473, in honor of her love for animals.
