Stephen Henry Miller
August 3, 1944-November 30, 2023
Stephen Henry Miller, of Reedsport, Oregon, passed away in his home on
November 30, 2023, following a stroke in May.
Stephen was born August 3, 1944, in Indianapolis, IN to Chestine (Chet) and Ola Miller.
He grew up in Indianapolis, then went on to attend college at DePauw University in
Greencastle, IN, and University of Toledo College of Law in Toledo, OH.
Stephen and Kathleen Miller were married on December 30, 2001, in Portland, OR.
Kathleen then moved to Reedsport, where Stephen had his own law practice since
1975 and was serving as Justice of the Peace for Douglas County (1993 to 2018).
Stephen enjoyed fishing, hunting, bicycling, ping pong, pickleball, golf, music, and
travelling. He will be remembered for his sense of humor, his ability to engage with
complete strangers, and his calls to family and friends on their special days.
Stephen was a member of the Oregon State Bar (1969-2023) and served on its
Professional Ethics Committee, Disciplinary Board, and various Sections and
Committees. He also served as Deputy District Attorney (1969-1972), Douglas County;
City Attorney, City of Reedsport (1975-2023); Pro tem Municipal Court Judge, City of
Florence; Hearings Officer, Winchester Dam Hydro Project; Southwestern Oregon
Community College Board; and the KLCC Advisory Commission.
Stephen served the community in many ways, and was involved with many activities,
including the Dean Creek Elk Steering Committee, Gardiner Reedsport Winchester Bay
S.T.E.P., Lower Umpqua Hospital Foundation, Oregon Coast Anglers, Reedsport Main
Street Program, Rotary Club of Reedsport and its Foundation, and the United
Presbyterian Church. He was also involved with the S.T.E.P. State Advisory Committee.
Stephen is survived by his former wife, Lynn of Tacoma, WA; daughter Anne and
grandson Montgomery of Tacoma, WA; daughter Miechel and granddaughter Kennedy
of Hillsboro, OR; son Brian and wife Sherry of Port Orchard, WA; and daughter
Constance and husband Johannes, granddaughter Zalie and grandson Demetri of
Olympia, WA.
His wife, Kathleen of Reedsport, OR; stepson Kris Quinby and wife
Jaelene, step-grandson Jonathan, step-granddaughters Eliana and Kaitlyn of Portland,
OR; and stepson Kerry Quinby and wife Katie, step-granddaughters Lilith, Kylee,
Alanna, and step-grandson Ayden. Brother Donald Miller and wife Wanda, of
Greenfield, IN, and sister Cassandra Brody of Venice, FL.
Stephen is preceded in death by his father and mother Chet and Ola Miller.
A Celebration of Life open house will be held January 13, 2024, 1-3 pm (prayer at 1:30
pm) at the Mindpower Gallery, 417 Fir Ave., Reedsport, OR 97467.
Memorials are suggested to the Reedsport Rotary Foundation, Inc., PO Box 91,
Reedsport, OR 97467, to be used for scholarships.

I'll always remember looking out the front window during a birthday party for Jonathan and watching Steve outside playing with the little kids in his suit and tie. He and the kids were having a blast!

It always warmed my heart to see the love between them when they talked to each other.
