Born July 10,1961 in Boise, Idaho to David and Doris Dougal. He is middle child of five children. He grew up with three brothers and one sister.
As a small child he had problems meeting the normal milestones of childhood and was admitted to the Idaho State School and Hospital at age five with Cerebral Palsy. Here he was loved by everyone who worked with him. Later he lived in several Certified Family Homes. He spent the last fifteen years of his life in Kuna, Idaho with the Breaches who loved and cared for him. His legal guardian Michaele Caso loved him like a son and was always there for him.
He liked going to Merdian Developmental Services where he enjoyed social activities and outings. He enjoyed a family reunion in 2013 in which his brother David flew in from Savannah Georgia and everyone was together one last time. He loved going to rodeos and therapy horse sessions. He was always happy, laughing and smiling. Tom enjoyed every moment and everyone around him. He loved his cats that would snuggle with him, which would make him laugh and smile.
Tom passed peacefully on August 7,2024 at home. He had a wonderful hospice nurse Wendy that helped him. He was preceded in death by his father, mother, brother Billy and sister Vivian. He is survived by two brothers, David and Ricky. There will be no services as it was decided that everyone important to him loved and cherished him while he was here among us. Take a quiet moment to remember him and all the love and pleasure he brought into your lives during his sixty-three years that he was with us.
