Obituary of Thomas H. Swain
Thomas H. Swain, a leader in Twin Cities business, government, higher education and nonprofit sectors for more than 70 years, died March 1 at age 103.
Renowned for his enduring devotion to the public good, Swain's professional credits include service as a suburban mayor, a gubernatorial chief of staff, a state agency head, a corporate executive vice president, twice as the University of Minnesota vice president, and a leading participant in numerous civic organizations. As a centenarian, he championed efforts to minimize climate change.
Swain was born in Minneapolis on July 4, 1921, the eldest of four sons of Dinkytown businessman, Earl Swain and Marion Lucille Holliday Swain, a popular Minneapolis song leader known as "Miss Pep." Though pinched by the Great Depression, Swain's upbringing was unremarkable until 1939, when his father left town on a business trip and vanished without a trace. Determination and financial creativity saw Swain through to 1942 graduation with a business degree from the University of Minnesota. He then served in the U.S. Army Air Corps from 1943 to 1946, including 10 months in Okinawa.
He returned to Minnesota imbued with the idealism and democratic values associated with the Greatest Generation. He married Arlene McWilliams Garniss, his best friend's widow, on June 19, 1947. During the next six years their family would include Jo Anne Garniss Swain, sisters Barbara, Mary and a brother, Thomas Merritt.
Swain considered the University of Minnesota his state's most important public institution. In 1946, he became the University's first-ever academic advisor for student athletes. He went on to be the U's athletics ticket manager in the early 1950s, the head of the Alumni Association in the 1970s, a 20-year member of the University Foundation's board of trustees, and vice president of university relations in 1996-98 and again in 2004. He was a longtime member of the advisory board of the Humphrey School of Public Affairs.
Serving as St. Paul convention bureau manager in 1954-56 and executive director of the Statehood Centennial Commission in 1956-58 brought Swain into the orbit of then-state Sen. Elmer L. Andersen. Andersen became Minnesota's governor in 1961. Andersen and Swain became partners in politics and governance and lifelong friends.
After Andersen's governorship, Swain took a series of executive positions at the St. Paul Companies (today's The Travelers Companies), retiring in 1986 as executive vice president. He plunged into civic work, heading the 1964 campaign to give St. Paul an independent school district and serving as president of the Citizens League in 1985.
His involvement in civic affairs deepened after his insurance career ended. He served as a health care policy adviser to both Govs. Arne Carlson and Tim Pawlenty and spent 11 years on the Lilydale Planning Commission. He was elected Lilydale's mayor in 2006 and served two terms.
In later years, Swain's public policy attention turned to climate change. As he turned 100, he founded the Swain Climate Action Series at the Humphrey School in hopes of drawing more public attention to climate change and preparing the next generation of civic leaders to mitigate the threat it poses.
Swain is survived by his children, Jo Anne Driscoll, Barbara Swain, Mary Goldstein and Thomas M. Swain and his wife Laura, seven grandchildren, Will Goldstein (Jessica), Andrea Goldstein(Chad), Nick Goldstein (Katie), Lisa Johnson, Drew Swain (Andrea), Merritt Swain (Megan), Pat Swain (Christy) and 12 great grandchildren, Gus, Lucy and Rosie Goldstein, Maddy and Jackson Myeroff, Steven and Charlotte Goldstein, Fitz and Coco Swain, Finn and Lucy Swain, and Colton Swain. Swain was preceded in death by his wife of 64 years, Arlene, and his three sons-in-law, Dennis Johnson, Steven Goldstein, and Edward Driscoll.
A memorial service is planned at McNamara Center at the University of Minnesota at 9:30 on May 31. Memorial gifts may be directed to the Thomas H. and Arlene M. Tom Swain will be missed. He was a wonderful man. I had the great privilege to meet him at Lilydale Senior Living. He always had a great sense of humor and a great smile on his face. Tom, we will miss you very much! Thank you for letting me get to know you.

I first met Tom when I was asked to join the St. Paul Companies in 1984. I kept in touch with him from time to time over the years. He made me a better person. He was a man of integrity, intelligence and kindness. I will miss him.
