Born on March 23, 1965, in Muncie, Todd was the beloved son of Nancy (McCullaugh) Winkle and Michael Winkle Sr., and the late Ewing Moore.
Todd retired from the City of Muncie Street Department, where he was respected by his coworkers and known for his hard work, reliability, and humor.
Those who knew Todd describe him as a "stand-up guy"-genuine, kind, and fiercely loyal. He had an effortless way of making others feel valued; when he asked how you were doing, he truly cared. He loved deeply, laughed easily, and faced life with quiet strength and humility.
Todd loved all things sports-especially football, wrestling, and golf-and could find common ground with anyone who shared his competitive spirit. But above all else, Todd's heart belonged to his family. His wife, daughter, grandsons, and his mother meant everything to him. He fought with unwavering determination and grace to stay with them for as long as he could, drawing strength from their love every step of the way.
He is survived by his loving wife of 29 years, Suzanne Moore; his mother Nancy Winkle and stepfather Michael Winkle Sr.; his daughter Ashtyn (Ryan) Koch; and three grandsons who were the light of his life: Kasen (16), Kohen (14), and Kai (12) Koch, who lovingly called him Papaw T. He is also survived by his siblings Keely (Bob) Gunnell, Matthew Moore, and Hollie (Chris) Crowley, as well as many nieces, nephews, and dear friends who will forever carry his memory.
He was preceded in death by his father Ewing Moore, and brothers Chad Buffalo and Michael Winkle Jr.
Visitation will be held Saturday, October 18, 2025, from 1:00 p.m. until 3:00 p.m. at The Meeks Mortuary, Mt. Pleasant Chapel, 7901 W. Isanogel Road, Muncie. Private services will follow.
In lieu of flowers, donations may be made to Animal Rescue Fund (ARF), 1209 W. Riggin Road, Muncie, IN 47303, in honor of Todd's lifelong love for animals.
Todd's strength, humor, and heart will forever be a part of all who knew him. Though his time here was far too short, his legacy of love, loyalty, and resilience will last a lifetime.

I´m so sorry Nancy. You probably don´t remember me but I babysat with Todd and a little girl from when you and another young lady lived in an upstairs apartment just a couple of houses from me on west Jackson st. I remember him being a very handsome little guy ! Again my condolences. It´s hard to lose a child no matter their age. I lost my daughter my only child in 2018. She had just turned 50 while on life support. My heart is with you Nancy!

To The Family of Todd- It has come as a shock to read of Todd´s passing as I have not seen him for awhile. We worked at the Muncie Street Dept. a few yrs ago. Todd always made everything around him better by just being there! He was a proud, family man, and he will never be forgotten.
