He was born in Plattsburgh on October 20, 1968.
Todd graduated from Plattsburgh High School and later, SUNY Plattsburgh.
He was predeceased by his mother, Edith Holland.
Todd is survived by his father and step-mother, John "Jack" (Colleen) West; as well as several aunts, uncles, and cousins.
Services will be private at the convenience of his family. Burial will be in St James Cemetery in Cadyville.
Arrangements are in the care of the Hamilton Funeral Home, 294 Mannix Road, Peru, 518-643-9055.
