Bill Jackson, as he was known by many, was born May 10, 1953, in Union City, TN, the son of the late Glenn and Sallie Mai Carter Jackson. Bill graduated from Obion County Central High School in 1971. He became a sergeant of the TN National Guard for six years. He retired from Goodyear Rubber & Tire after 30 years of service and as a health examiner for initiating insurance after 20 years.
Bill was a member of the Sons of the Confederate Veterans and eligible for Sons of the American Revolution.
