William Paul McFadden, Jr.
1954 - 2023
William (Bill) passed away suddenly on May 16, 2023 from a massive heart attack. He was 69.
Bill was born in Philadelphia, PA on March 11, 1954 to William and Dolores McFadden. He is survived by his loving wife of 31 years, Kathy McFadden and resided in Annapolis, MD. He's survived by his mother, Dolores McFadden, of Fayetteville, PA, and brother Robert McFadden of Alexandra, VA. Other survivors include his nephew Christian McFadden, niece Kelly Ranalli nephew James McFadden and niece Sydney McFadden, brother-in-law, Danny (Jan) Hay, sister-in-law, Debbie (James) Kirby, brother-in-law Terry (Karen) Hay and family members Marianne Devuono and Tony Rodrigues. Aunt Pat (George) Schock and many cousins.
Bill is preceded in death by his father, William P. McFadden, Sr. and his brother Brian McFadden.
McFadden graduated from Holly Ghost Preparatory in 1971. After attending Temple University, graduated from The George Washington University in 1976, earning a Bachelor of Arts degree.
He has actively fulfilled a number of leadership, presentation, and public speaking roles for various professional organizations and in 1994 functioned as co-trainer for a U.S. Department of Labor Technical Assistance Project in collective bargaining processes on behalf of Poland's Solidarity Union Construction Section.
From 1990 to 1996, Bill served as Executive Vice President of the Mechanical Contractors Association of Eastern Pennsylvania, Inc. in Philadelphia, where he was responsible for bargaining, grievance, and labor-management oversight for six (6) separate agreements in the jurisdictions of Steamfitters Local 420 and Plumbers Local 690 (United Association).
Mr. McFadden was appointed as a Commissioner with the Federal Mediation and Conciliation Services for the Baltimore Field Office Philadelphia Sub-region in 1997 until his retirement in 2014. He brought to the position over twenty (20) years of expertise from a diverse background in labor relations, association management, and multi-employer benefit funds consulting.
Since joining FMCS in 1997, Commissioner McFadden mediated private, public, and federal sector collective bargaining disputes, including negotiations and grievances. He also provided assistance to labor and management as both a trainer and a facilitator.
Bill was the President of the DC Duke Ellington Society from 2011 through 2018 and devoted enormous time and energy to keeping the Society active and interesting. He succeeded the late Dr. Ted Hudson as the editor of Ellingtonia, and made sure it was published regularly throughout his Presidency. He maintained it as one of the best ongoing publications of the Ellington/Strayhorn legacy. Bill took particular interest in Billy Strayhorn's work and gave several highly regarded lectures on his life and contributions. His friends in the Society miss him and his passing is a great loss for all of them.
Bill had many interests. Besides jazz, he was an ardent student of the classics of magic. He spent hours reading, watching videos and practicing magic tricks. He was a passionate about politics both domestic and globally and deeply concerned about the environment. He also had a love of the movies and foreign films.
Bill celebrated 33 years of sobriety.
A Celebration of Life for Bill McFadden will be held on Saturday, July 15, 2023, at the United Church of Christ of Annapolis, 6 Carvel Circle, Edgewater, MD 21037, from 11:30 am – 12:30 pm with lunch to follow.

I am stunned and truly sorry that my cousin passed away so suddenly. I can't call him William; we were young together, so I still think of him as Billy. I have some fun memories of the two of us growing up; I only wish that I could have seen him again before he passed.
One memory that I think all we cousins have is that Billy could read when he was very, very young - years before he started school. At most family gatherings, someone would ask Uncle Bill and Aunt Dolores to have him read for us, and it was usually a newspaper. The time I remember best was when most of the family was gathered at our Aunt Jean's house, and someone asked him to read an insurance policy. I seem to remember that he actually did begin to read it.
I am sending thoughts for comfort and strength to all who knew and loved him.
Rest in Paradise, dear cousin.
