Rose Hoeper Obituary

Rose Hoeper, of Foresthill, California, passed away peacefully on July 14, 2018, with her daughter and son by her side. She was born on December 7, 1921 in Kansas City, Kansas to Carl P. and Lottie Winchell. She was the third of their four children. Rose graduated from Wyandotte High School and went on to work for the Southern Pacific Railroad, where she met her future husband, Ralph Oyer. They soon married and moved to Newcastle California where they lived for a few months before moving to Foresthill in 1945. Rose and Ralph had three children. Ralph worked as the butcher at the Foresthill Grocery store while Rose was a mother and housewife. Ralph Oyer died in October of 1959. Rose married Ralph Hoeper on July 22, 1960. He owned the Foresthill Telephone Company. Shortly after their marriage, Rose went to work for the telephone company as office manager. She held that position until August 2005, when the business was sold. Rose is survived by her daughter, Roanne DeShon (husband JP; son, Thor Skogan, Jr.; his wife, Melissa; and son, Thor III; son, Zachery; his wife, Brenna; and daughters, Candice and Kinzey). She is also survived by her son, Rodney Oyer (son, Robby; his wife, Janeen; and son, Gavin; and daughter, Abbigail). Rose is also survived by her sister, Louise Longacre of Santa Fe, Texas. Rose was predeceased by her parents; husbands, Ralph Oyer and Ralph Hoeper; her son, Andy; and both her brothers. Rose was affiliated with the Eastern Star, Rebekkas, the local American Legion and VFW and the Navy League. Through their many years in Foresthill both Rose and Ralph Hoeper supported the Foresthill Safety Club, which was the first ambulance service in town, the Foresthill Fire Department and its Fire Association, the Foresthill Swimming Pool, the Foresthill Museum and Memorial Chapel, the Chamber of Commerce, the music department at the Foresthill High School, the Foresthill Boy Scouts and Girl Scouts, the Shriners Hospital, Sierra College and University of Nevada-Reno. Rose was also a life member of the Foresthill Historical Society. Rose enjoyed playing cards, dining out, road trips, parties and socializing. She truly loved and cherished her grandchildren. Following Rose's wishes, there will be no funeral and burial will be private. Donations in her memory may be made to the Foresthill Volunteer Firefighter Association, P.O. Box 1099, Foresthill, CA 95631 or to the Foresthill Swim and Recreation Corporation, P.O. Box 302, Foresthill, CA, 95631.
