Judy was born in New York City, New York, to Albert and Kui Woo. She graduated from Brighton High School (Brighton, NY), was awarded a Regents Scholarship and graduated from Cornell University with a BS in Economics. She earned a law degree from the University of California Hastings, and was admitted to the State Bars of California and New York. After working for law firms in New York and California, she joined Kaiser Permanente as a contracts manager in 1999. Judy loved animals, was an avid gardener, an athlete (distance runner, outrigger and dragon boat paddler, cyclist), and lover of travel who journeyed extensively through Asia, Europe, and North America. The cause dearest to her heart was animal welfare, and she would often take kitty kibble on her travels to make sure that the stray cats she encountered had food to eat.
Judy's life was cut short by cancer. She is survived by her husband, Russell Wadbrook, her parents Albert and Kui Woo, and her brother Alfred Woo. Judy also leaves behind many, many devoted friends.

To Russell and the Woo Family:
I met Judy at TCMS where she was a great student and a good friend. I am saddened at her passing. Everybody who met Judy Woo, liked her immediately. Her radiant smile and her good nature as a person would shine in everything she did. FROM ONE BRIGHTON HIGH SCHOOL LADY BARON TO ANOTHER: REST JUDY. YOUR GREAT WORKS IN LIFE LIVE ON THROUGH YOUR MEMORY. REST FRIEND.
