Quaker Hill - James Harold Carter, 76, of Quaker Hill, passed away peacefully Aug. 12, 2025. Born March 30, 1949, in Jersey City, N.J., James lived a remarkable life defined by service, perseverance, and deep love for his family.

After graduating from Upsala College, James embarked on a celebrated career in law enforcement and community service. He served in the FBI and then in the United States Secret Service, protecting sitting presidents from the mid-1970s until 2000. He later returned to his hometown to serve as Police Director of Jersey City, N.J., and concluded his public service career with the New Jersey Department of Consumer Affairs.

James shared almost 51 years of marriage with his beloved wife, Tina Maria Carter (Kydd). Together, they raised two children, James Harold Carter II and Johonna Erin Carter, and built a home filled with love, laughter, and strong values. He had a passion for film, fine dining, being near or in the ocean, and hosting family gatherings, always ensuring everyone felt welcome and cared for.

James will be remembered for his unwavering integrity, deep compassion, and remarkable perseverance. His optimism and genuine warmth touched everyone he met, leaving a lasting legacy of love and respect.

James is survived by his wife, Tina Carter; his children, James H. Carter II and Johonna Carter; his daughter-in-law, Shannon Carter; and the descendants of his siblings, Jennifer Johnson, Scott Carter, Todd Carter; a sister-in-law; several brothers-in-law; many cousins; and a large extended family of multi-generational nieces and nephews. He was preceded in death by his parents, Louise and Clint Carter; and his siblings, Herman Carter, Helen Carter, Grace Carter, May Allen Carter, Stanley Carter, and Dolores Carter.

Calling hours are from 4 to 7 p.m. Thursday, Aug. 21, 2025, at the Thomas L. Neilan & Sons Funeral Home, 12 Ocean Ave., New London. A service will be conducted at 10 a.m. Friday, Aug. 22, 2025, in St. James Episcopal Church, Huntington St., New London, followed by entombment in St. Mary Mausoleum.
