Janice Higgins was born to Max and June Mullen on December 30 1943, in Tulare, CA. She was raised in Visalia and attended Veva Blunt Elementary, Divisadero Jr. High, and Mt Whitney High Schools. She was a 1961 graduate of Mt Whitney High. She received degrees from College of the Sequoias and Fresno State College.
Janice married Jack Higgins of Exeter in 1965. They resided in the bay area. She completed her teaching credentials at San Jose State College and was then employed as a special education and elementary teacher with Fremont Unified and Cupertino Union School Districts.
Jack and Janice returned to Visalia in 1986. Janice was then employed by the Tulare County Office of Education. She retired in 2005.
Janice died on April 17, 2017 at the age of 73 after a cancer illness. She is survived by her husband, Jack Higgins of Visalia; her sister, Judy Jackson of Jasper, Georgia; and her cousin, Dennis Asberry of Visalia.
A service will be held on Friday, April 21, 2017, 9:00 A.M., at the Visalia District Cemetery Heritage Chapel, 1300 W. Goshen Ave., Visalia, CA

Arrangements are under the direction of Smith Family Chapel, Exeter, CA.

Janice was a solid and unassuming special education who was one of the most consistent teachers who I ever supervised. I could always count on her. Because of her consistency her students thrived. The families of her students were so blessed to have her in their lives.
May her family be comforted in knowing how much she was valued for her work and grace under pressure. She was a gem.
