March 2, 1943 - February 6, 2022

Richard Curtis "Dick" Fletcher, 78, of Robinson, Texas, peacefully passed away in his home on February 6, 2022, after a lengthy battle with cancer. Services will be held Wednesday, February 16th, at 10:00 am, at Columbus Avenue Baptist Church in Waco. The service will be available via livestream at cabcwaco.org/specialstream. Burial will follow at Robinson Cemetery. Visitation will be held on Tuesday, February 15th from 6 pm to 8 pm at Pecan Grove Funeral Home.

Dick, as he was known to everyone, was born on March 2, 1943, to Frankie Lyles and Clemmie Agnes Fletcher in Vernon, Texas. He graduated from Breckenridge High School in 1960. After graduating from high school, Dick worked for KSTB radio station as News Director and Chief Engineer in Breckenridge, Texas. He then moved to Brownfield to work for sister station, KKUB. It was in Brownfield that he met and married Doris Brinson. They wed on July 29, 1967, in Brownfield.

In 1968, they moved to Abilene where Dick worked for KNIT Radio. After a few years, they moved to Galveston where he worked for KILE Radio. While in Galveston, Dick earned his Associate Degree in Criminal Justice from Galveston College. It was at this time that Dick decided he wanted to pursue a career in law enforcement. Dick and Doris moved to Brownfield where he was employed by the Brownfield Police Department, eventually earning the rank of Lieutenant.

In 1976, he made his entry into Brownfield city government, promoting to Administrative Assistant to the City Manager. In 1978, he was promoted to Assistant City Manager. He attended night classes at Texas Tech University during this time and earned his Bachelor Degree in Political Science in 1982. In 1983, he was promoted to City Manager. He served Brownfield as City Manager until retiring in 1998. After relocating to Robinson, Texas, he served as Robinson City Manager from 1998 until retiring again in 2009. After retiring from Robinson, he served as the Interim City Manager for Marlin, Texas, for 15 months. During all those years, he still kept his peace officer commission, serving as a reserve officer for Brownfield and Robinson Police Departments. For a short time in Robinson, he served as Police Chief as well as City Manager.

While in Brownfield, Dick was a member of the Brownfield Volunteer Fire Department. He was also a member of the Optimist Club and Red Coats. He was the Chief Goodfellow, heading up the Goodfellow's yearly Christmas deliveries. Dick was named the Terry County Citizen of the Year in 1993.

Dick served as the Regional President of the West Texas City Management Association, Region 2. He received the 20, 25, and 30 Service Year Awards from the Texas City Managers Association (TCMA) as well as the Life Membership Award. He was very active in the TCMA, serving on the Board of Directors, the Ethics Committee and the Legacy Leaders Task Force. He held a Master Peace Officer Certification through Texas Commission on Law Enforcement (TCOLE). He was also a TCOLE Instructor and Crime Prevention Inspector.

During his retirement, he was active in the Texas Baptist Men's Organization helping communities clean up and rebuild after disasters. He also installed sound systems in several new churches. He also enjoyed researching family history and traveling to verify research.

He was met in Heaven by his parents and two brothers, Lowell Fletcher and Don Fletcher.

He is survived by his wife, Doris; two daughters, Debbie Cox and husband, David, Paige Drumma and husband, Billy; and three grandchildren, Aaron Cox, Darbie Cox and Madeleine Drumma.

Richard Curtis "Dick" Fletcher

I am deeply saddened
by the passing
of my Dear Friend.
Richard was a fellow Boy Scout
and Scout Leader
in Troop 17 Breckenridge
and Troop 57 Abilene.
His example
and his help enabled me
to work my way through College
in broadcasting
at KSTB, KWKC and KFMN radio.
His caring and compassion
for me,
and so many others,
is deeply felt to this day.

I will always remember Richard Fletcher. He was my friend.

Dick and I grew up together. We lived on adjacent blocks in Breckenridge, Texas and especially during our high school years we were frequently together. In many ways, he was my closest friend, the sort of person with whom I could spend many hours involved in mutual interests.

Dick was a "wizard" with almost anything electronic. During high school days our before and after school employment was at KSTB, the local radio station, as daily announcers and reporters providing music, news and weather for the local audience. During football season, we traveled to and broadcast Breckenridge Buckaroo Football. Dick was a fine announcer but his real forte was keeping the station on the air. Early on the station's owner recognized his talent and relied on him to adjust and repair all the equipment.

Beyond the radio station, we spent many hours constructing electronic "experiments" including homebuilt two-way radios for our cars, weather recording equipment and a seemingly endless flow of gadgets and inventions.

After our high school days, we left Breckenridge and followed divergent college and career paths.

A highlight of our friendship took place fifty-four years ago when, as a young cleric, I was given the honor of performing the marriage ceremony that united Dick and Doris.

As the years passed, Dick was the sort of friend who was never forgotten. When our infrequent contacts occurred, it seemed that we always reconnected with the mutual respect that had lasted through the years, a clear mark of meaningful friendship.

I will always remember Richard Fletcher. He was my friend.
