Born in Canton, Ohio, on October 3, 1925, to Frederick Woolworth Bates and Mary Jeannette Weber, one of her grandfathers was founder of Weber Dental Company and invented many of the products that they manufactured and sold.

She obtained her Bachelor of Arts degree from Barnard College in 1947.
After college, Barbara lived in New York City, NY and Alexandria, VA. She worked as a buyer in various department stores before, in 1954, she married John W. Guinee, Jr. (1926-2016). The ceremony was held in the Lady Chapel of Saint Patrick Cathedral in New York City, NY. They lived in New York City, Wilton Connecticut, and Buenos Aires, Argentina until 1962 when the family moved to Northern Virginia. She lived in Virginia for fifty years, residing in Falls Church and Reston, until moving to Baywoods of Annapolis in 2012 for her retirement years.
Barbara held a strong belief in the importance of community service and acted to support women's rights to adequate, affordable health care and the freedom of choice. She was very active in numerous volunteer capacities including Planned Parenthood where she was the President of Planned Parenthood of Northern Virginia, and served on the Board of Directors, and the Herndon/Reston Friendly Instant Sympathetic Help (FISH). She was involved with FISH for 28 years and served as president for four years and served on the Board of Directors. For years she ran the management of the FISH program for needy families. Over the years, an estimated 7,000 individuals benefited from their programs.
Barbara was an inveterate traveler; making two domestic and two international trips annually in her later years. She also enjoyed painting, bridge, golf, tennis and swimming. She ran the design and construction of their house on Lake Anne in Reston, Virginia. The house was on the Virginia House and Garden tour twice.
She was predeceased by her husband of 62 years, and her three sisters; Mary Bates Marcellot, Natalie Bates Grace and Helen Bates Dodge. She is survived by her three children, John Guinee of Delray Beach FL, Rick Guinee of Washington, DC and Gail Inman of Annapolis, MD, eight grandchildren and two great grandchildren.
