David Hayes Obituary

Died peacefully in Greensboro, North Carolina, on June 8, 2025. Born in Worcester, Massachusetts on January 19, 1935, Dave graduated from Clark University in Worcester and earned a master's degree and a PhD in Economics from Brown University. Dave was a member of the economics faculty at Penn State before he began his career in government in Washington, DC, which included roles at the Federal Reserve, the Center for Naval Analyses, and a lengthy tenure at the Office of the Comptroller of the Currency (OCC) in the Economic and Policy Analysis division. At the OCC, Dave mentored many young economists and played a key role in crafting the nation's banking regulatory policy. He was a dedicated career civil servant who believed in the power of government to improve people's lives. He retired from the OCC as Special Assistant to the Comptroller of the Currency in 1997, after 32 years of federal service. Dave was also a skilled family photographer and a do-it-yourselfer whose abilities ranged from car repair to carpentry. He lived in Arlington with his beloved wife of 63 years, Gwendolyn "Gwyn" Hayes, until her death in 2022. He was also predeceased by his brother, Alan W. Hayes. Dave is survived by his loving children: Mark Hayes; Jeffrey Hayes and his wife Tammy, and their daughter, Mallory Mink; and Susan Hayes and her husband Peter. He is also survived by his sister-in-law, Virginia Hayes; niece, Deborah Hayes Castonguay; and two grandnieces. Dave will be interred with Gwyn at Mountain Park Cemetery in Wilkesboro, North Carolina.
