I learned about Joe's departure much later, but the impact and sense of loss were the same. He was a frank and unusually sensitive person, and a hand off type of leader. My tenure with the State of Texas was greatly enhanced by my association with him.

I grew up with Joe. We went to kindergarten at St. Paul's. I was crew on his winning race on Lake Travis. I will miss his gravely voice.

I am saddened to hear of Joe's passing. There are people who come into our lives and change our direction for the better. Joe interviewed me for a secretarial position when I badly needed a salary increase for myself and three children. He saw I had a degree in art and insisted I take the draftsman job instead. This job brought lifelong friendships I will always cherish.
