Jay Ruffner Obituary

Jay S. Ruffner Sr. of Phoenix, AZ, died on September 11, 2007. Jay was born June 22, 1941 in Washington, PA. He is survived by his wife of 41 years Mary Ell, his son Jay Ruffner Jr., daughters Megan Ruffentine and her husband Brian, and Stephanie O'Donovan and her husband Ryan. He also leaves behind four adored grandchildren, Alexander Jay, Elle, Luke and Graham. After receiving a Bachelor of Arts from Hobart College in New York, Mr. Ruffner earned his law degree from the University of Pittsburgh School of Law and his Master of Laws (LLM) in tax law from New York University. He specialized in sports law, tax law, and health care law. Jay Ruffner's career in service and in law dates back to 1966, when, upon the completion of law school, he served in the military and attained the rank of Captain in the U.S. Air Force. He was assigned as a judge advocate at Ramstein Air Base in Germany until he was honorably discharged in 1970. After receiving his Masters of Laws (LLM) from New York University, he moved his growing family to Phoenix in 1972. Since then he has been a partner with Lewis and Roca, Meyer Hendricks Victor Osborn & Maledon, Meyer Hendricks Victor Ruffner & Bivens, Fennemore Craig PC and Steptoe & Johnson. He had been an active member of the Flinn Foundation Board since 1979. After serving as legal council for Blood Systems, he joined the Board of Directors in 1982. He also served in the capacity of legal council for the board of the Greater Phoenix Chamber of Commerce beginning in 1988. He was a member of the executive committee and in 1996 was selected to be Chairman. He continued as general counsel until 2005. His wide range of community activities over the years includes serving as past chairman of the Arizona Central Chapter of the National Multiple Sclerosis Society and the Tax Section of the Arizona Bar Association. He was President of the Men's Art's Council of the Phoenix Art Museum and a past member of the Phoenix Art Museum Board of Trustees. Mr. Ruffner also served on the advisory council of the Arizona Corporation Commission since 1996. Services will be held Friday, September 21, 2007 at 2:00 pm at the Phoenix Art Museum, 1625 N. I spent a few years working next to Jay Ruffner and Melissa at the next desk over and I remember especially when we were moving into our new building from 100 West Washington, how I cut my hand on those darned box-cutters (the ones he warned me about) and how kind and thoughtful he was to wrap my hand and not say, I told you so.

You are a man of honor and father that the Valentine family never had. Your passing has left a hole in our lives. Our family gatherings will be not the same. I remember your famous spaghetti and meatball dinner that we always shared at the cabin… Thanksgiving hams at Megan and Brian's… birthdays with a houseful of cousins…. riding quads during the Christmas snow while you pulled grandchildren behind on a sled… and just this past 4th of July, you helped set up lemonade stand for Matthew and AJ to sell the parade candy to charitable neighbors….

Jay left a significant legacy. He gave much of himself to the community. His involvement in the Greater Phoenix Chamber of Commerce and the Arizona Corporation Commission demonstrate his civic-mindedness. That he had a big heart is attested to by his involvement in numerous charitable boards in the Valley, including Fennemore Craig's charitable foundation. His passing is a sad loss to our community.
