I was very fortunate to have worked with Bill at the CCC, and very much enjoyed talking with him about sailing (Lightnings and Flying Scotts mostly) as well as his many USAID experiences. He was a good and honest man, and I had the priviledge to know and learn from him. All of my best wishes to his family.
