Allen was born on July 11, 1966, to the late David and Jeanette Elkins of Louisville, Kentucky. He was a self-employed roofer. He was a loving father, Papaw, brother, and uncle.
Preceded in death by his parents, brother David Elkins.
Survived by his children Jason Dover (Brittany) and Kayleigh Elkins; two grandchildren, two sisters Debby Elkins (Robert) and Melissa Barnes (Ricky) and a host of family and friends.
Funeral service will be Friday, October 17, 2025, at 12:00pm Owen Funeral Home, 5317 Dixie Highway. Visitation will be Thursday from 4:00-8:00pm at the funeral home.
In lieu of flowers, donations may be made to Allen's family.
