Allen Wood Neel, 79 of Knoxville, Tennessee died at home surrounded by family after a courageous battle with cancer on July 20, 2025. He was born in Mobile, Alabama in 1945 to Ena Elizabeth and Chester William Neel and spent his childhood in Lucedale, Mississippi. He completed his military service in the Mississippi National Guard and graduated from the University of Mississippi with a master's degree in Urban and Regional Planning. Allen began his career in the State Department of Economic Development in Jefferson City, Missouri. He then became Deputy Director of the South Mississippi Planning and Development District. He moved to Knoxville in 1995 to become President of the East Tennessee Economic Development Agency from which he retired in 2021. Allen served 8 years in the cabinet of Governor Ned McWhirter as Deputy Commissioner of the Department of Economic Development. He enjoyed photography, hiking (especially to Mt. LeConte), and golf. Al took a special interest in the First Tee where he set up the David Neel Scholarship which provided lessons for children in the area nearby. Al was a member of the Church of the Ascension. Allen is survived by his wife of 55 years, Martha; son, Michael Neel of Knoxville; granddaughter, Ragan Neel of Nashville; nephews, Todd Neel of Saluda, NC; Eric Neel of Asheville, NC; nieces, Anna Neel Biederman of Santa Monica, CA., and Lauren McGowin of Mobile, AL. Allen is preceded in death by his son, David of St. Pete, FL. Loving thanks to U.T. Hospice, especially Patrick and Val; and caregivers Brent, Nikki, and Zane. A celebration of life will be held at Church of Ascension (800 S. Northshore Dr.) on August 10, 2025, at 2:00pm. In lieu of flowers, donations can be made to Pan Can, Church of the Ascension, First Tee, or a charity of your choice. Online condolences may be expressed at www.rosefueraltn.com.
